Delhi Assembly Speaker Ramniwas Goel sentenced a one-month jail to two youths, Jagdeep Rana and Rajan Madan, who hurled bits of papers inside the House while a special session was on. The youths demanded that PWD Minister Satyendra Jain should be thrown out of the cabinet.

There was uproar in the House following the incident and it was adjourned for half an hour.

The Speaker said the action would be taken against the MLA with whose reference they would have got entry pass. However, there was no reference of any MLA in their application for entry pass. The Speaker said with the help of some officials, they got the pass issued. The authorities would investigate to find out their source for getting the pass issued, he said.

BJP MLA Manjinder Singh Sirsa raised objection for making investigation against alleged involvement of the official. But the Speaker asked him that this was a very serious issue and this should not be politicised.

Former minister Kapil Mishra identified that Jagdeep was vice-president in Delhi unit of the AAP while Rajan Madan was in charge of the Punjab affairs.

The two men, wearing turbans, were sitting in the Visitors' Gallery when suddenly they threw paper missiles inside the House and raised slogans like “Inquilab Zindabad”, “gaddi chhoro”, “Satyendra Jain bhrashth hai”.

Soon after the interruption, the security whisked them away even as the AAP lawmakers demanded strict action against the two men for violating the sanctity of the House.

In the note found printed inside the paper missiles, the duo have claimed that they were AAP workers and took the step as they were unhappy with the Arvind Kejriwal-led party and the alleged "corruption cases" against Jain.

As they were being taken away by security personnel in MLA Lounge, some of the AAP MLAs jumped on to these men and allegedly thrashed them. Sirsa and former minister Kapil Mishra said the MLAs should not thrash them.

Mishra informed the police through his mobile phone that the youths being thrashed by some MLAs.

Police personnel present on the Legislative Assembly premises sought to bring the scuffle to an end, which lasted for nearly 30 minutes.

When the House re-assembled, AAP MLA Saurabh Bhardwaj moved a motion for action to be taken against the youths. The motion was passed by the House across the party and the Speaker ordered one month jail to the two protesters.

One of them, assaulted in the scuffle, was later seen being taken in an ambulance.

A photo journalist also got injuries during the scuffle.

Sirsa accuses govt of sitting over land pooling

BJP MLA Manjinder Singh Sirsa said in the House that he was not informed about the land issue discussed during the special assembly session. All the AAP MLAs were well informed and were fully prepared to speak on the issue.

In a statement Sirsa said the government had been sleeping over the land pooling issue for nearly two and half years. It has suddenly waked up when the LG issued notification on the issue a few days ago.

He said the government has already committed blunders and is now trying to shift the ball in LG’s court. The cabinet decided in to approve the grant of Bhumidari rights to original allottees or their next of kin or legal heirs, if they are still in possession of the land parcels and are carrying out agricultural activities.

Now it has urged the LG that all persons who were admitted as Asamis under Section 74 of the Delhi Land Reforms Act (1954) be declared as Bhumidars, at once. But this is not fair, said Sirsa.

He said the government is still not clear whether the Bhumidars will be able to sell the land as per land policy or they will become full and absolute owners of the land. The government is trying to cover up its earlier lapses and depriving the Bhumidars of their absolute ownership.
