Bond imposed for admission to medical colleges in state

CHANDIGARH: The Haryana Government has announced a new admission policy for various allopathic medical and dental colleges in the state. For the first time, the state has imposed a clause whereby students seeking admission to the MBBS, BDS and specialisation courses will have to execute a bond along with two sureties and give an undertaking that they will not leave the course after securing admission.

The Haryana Government has announced a new admission policy for various allopathic medical and dental colleges in the state.

For the first time, the state has imposed a clause whereby students seeking admission to the MBBS, BDS and specialisation courses will have to execute a bond along with two sureties and give an undertaking that they will not leave the course after securing admission. This has, apparently, been done to safeguard the interest of the institutions whose sanctioned seats remained unfilled when students left for better institutions or any other reasons.

The new admission policy that has been notified will be applicable to all government and private institutions. Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, has been authorised to conduct an online combined central counselling as per the NEET- UF-2018 ranking for all government, government-aided and private medical and dental educational institutions.

The government has announced that if after the commencement of the UG courses, a candidate leaves before the full period; the student will have to pay the bond money of Rs 5 lakh. For this, a bond shall have to be executed at the time of the admission. In case of a postgraduate student (other than in-service candidates), the bond amount is Rs 7.5 lakh along with an additional rider that such a student will also be debarred for admission to any PG course for the next three years. These regulations will also be applicable to candidates seeking admission under management categories.

The government has directed that the fee will be chargeable annually and colleges will be barred from demanding for the entire course. The annual fee for MBBS and BDS has been fixed at Rs 52,070 for government colleges, while the annual fee of Maharaja Agrasen Medical College, Agroha, Hisar has been fixed at Rs 1,80,000. The NRI will pay $25,000 at the time of the admission and in addition, $12,500 per year for four years, while for the BDS, they will have to pay $10,000 at the time of the admission and $5,000 per year for four years.

The fee in private medical colleges is substantially higher at Rs 10 lakh per year with a 5 % annual increase for MBBS and Rs 2.80 lakh annually with a 5 per cent escalation for BDS. In private colleges, NRI candidates will have to pay $1,10,000 for the entire course for MBBS and $44,000 for BDS. The fee for the first year course will have to be deposited with the University of Health Sciences, Rohtak, and it will be transferred to the respective institutions by the chairman, Admission Committee.

The state has announced the formation of a six-member admission committee to be chaired by Registrar, University of Health Sciences, Rohtak. The Controller of Examination will be its Member Secretary and Dean Academic Affairs and Law officer will also be a member of the committee. The Director/ principals of all colleges have been made members, besides the Director, Health Services, will also have his representatives on the committee. Additional Chief Secretary, Haryana, Department of Medical Education and Research, Chandigarh, will be the final Appellate Authority in all admissions-related disputes for all institutions and his decision shall be the final.

For admission, 15 % of the seats will be assigned to the All India Merit Category of the NEET UG-2018 and the remaining 85 % seats will be assigned under the Haryana State Merit Category of NEET UG-2018. In private institutions, 50 % seats will be filled under the state quota and the remaining 50 % seats will be filled under the management category. Out of the 50 % management category seats, 15 % will be in the NRI category.
