Chandigarh, August 16

The Punjab and Haryana High Court today issued notice to its Registrar (recruitment), on a plea alleging leakage of the preliminary examination question paper for the recruitment of judicial officers in the HCS (Judicial ).

Justice Kuldip Singh also issued notice to the Additional Chief Secretary (Home) and the DGP on the petition filed by Suman of Pinjore in Panchkula district. She was seeking directions for registration of a criminal case for uncovering the alleged scam revolving around the leakage.

As the case came up for resumed hearing, Justice Kuldip Singh also allowed one Sushila to become a party in the case. She has been accused by the petitioner in relation to the leakage.

Taking note of the request made by counsel for the petitioner for a CBI probe into the matter, Justice Kuldip Singh asked him to move a separate application for the purpose. The case will now come up for further hearing on August 28.

The Bench, on the previous date of hearing, was told that the High Court administration had started a probe into the allegations of leakage of the preliminary examination paper. The probe was ordered by the High Court administration on the basis of a complaint received from petitioner Suman.

A statement on the internal probe was made by the High Court Registrar (recruitment) in response to the petition. Suman had earlier claimed that she was a candidate for the judicial service examination and had joined a private academy in Chandigarh to prepare for the preliminary examination in May, 2017.

Sushila also joined the academy and they became friends. The petitioner added she requested Sushila for audio recording of a lecture given by a particular teacher as she could not attend the coaching class.

“Sushila inadvertently shared another audio recording in which she was talking to another woman, Sunita, who was stating that she could get her appointed as a judicial officer for a sum of Rs 1.5 crore. When asked, Sushila disclosed that she had a friend, namely Sunita, a resident of Chandigarh, who manages to get the examination passed for a consideration”, the petitioner had alleged.

The petitioner added she was told by Sushila that she had finalised the deal to get the preliminary examination question paper for herself and even shared 56 questions that would be there.
