Two medical colleges, which were especially allowed by the Haryana government this year to decide their fees themselves, have raised the fees for MD and MS courses up to Rs 98.85 lakh, much to the chagrin of candidates seeking admission to these courses.

Parents of some candidates aspiring to get admission to these medical courses this year say while the Yogi Adityanath government has reined in private medical colleges in Uttar Pradesh and has forced them to reduce fees to a maximum of Rs 11 lakh (course fee for 3 years Rs 33 lakh), Haryana has given its medical colleges a licence to “fleece” parents by allowing them charge a course fee of nearly Rs 1 crore.

Maharishi Markandeshwar Institute of Medical Sciences and Research, Mullana, which has the permission to run MD and MS courses in the maximum number of clinical and non-clinical branches of medicine and surgery, has increased its fees by over 50 per cent.

The college has raised its annual fees for MD in radio diagnosis from Rs 17.59 lakh last year to Rs 32.95 lakh for the 2017-18 session.

The annual fee for MD in skin and paediatrics, which was Rs 19.80 lakh in 2016-17, has been increased to Rs 31.95 lakh per annum, while that for MD/MS courses in eye, medicine, obstetrics and gynaecology, orthopaedics, psychiatric, surgery and TB chest has been hiked from Rs 17.59 lakh in some cases and Rs 19.80 lakh in some others in 2016-17 to Rs 29.95 lakh for the current year.

Only last year, the college had hiked its annual fees from average Rs 11 lakh to Rs 17.59 lakh to Rs 19.80 depending upon the demand of the branch.

SGT Post Graduate Medical College, Budhera (Gurugram), the other medical college “bestowed special favour or permission” has also increased its fees by more than 50 per cent, though it has approval only for non-clinical branches which are not much in demand among candidates.

In contrast, the government medical colleges in the state are charging annual fee of Rs 21,153 .

“My daughter is eligible for a private medical college according to her rank in the National Entrance and Eligibility Test (NEET), but the private college at Mullana is charging Rs 90 lakh plus as course fee for obstetrics and gynaecology. My bankers told me that according to the RBI norms, I can get a maximum of Rs 10 lakh as education loan for the entire course. I don’t know how to afford my daughter’s education,” says a parent.

The list of candidates with category wise merit will be displayed on April 12 and the counseling in Pt BD Sharma University of Health Sciences, Rohtak, is to begin on April 18.

In a story “2 pvt medical colleges ‘bestowed’ special favour” published in these columns on March 23, The Tribune had highlighted how the Haryana government had favoured these medical colleges by deciding not to include them under provisions of the Haryana Private Health Sciences Educational Institutions (Regulation of Admissions, Fixation of Fees and Maintenance of Educational Standards) Act, 2012 this year.

Anil Vij, Minister for Health and Medical Education and Research, says it was not in his notice these colleges had announced such a hefty fees. “When we are going for common counselling under the Supreme Court guidelines, no college should be allowed to charge more than what others are charging,” he adds.
