New norms for CLU permission

CHANDIGARH: The Haryana Government has issued new guidelines for CLU permission to industrial units in industrial or agriculture zones in the controlled areas falling within the municipal limits in view of the Enterprises Promotion Policy (EPP)-2015.

The Haryana Government has issued new guidelines for CLU permission to industrial units in industrial or agriculture zones in the controlled areas falling within the municipal limits in view of the Enterprises Promotion Policy (EPP)-2015.

An official spokesman said there would be a two-tier system for CLU permission in municipal corporations, municipal councils and municipal committees. The request for CLU permission for projects with an investment of more than Rs 10 crore or involving CLU applications for more than one acre would be decided by the empowered executive committee notified under the EPP-2015. After clearance by the committee, permission within the municipal limits would be issued by the Director, Urban Local Bodies Department. The CLU permissions and grant of NoCs would be decided as per time limits specified under the Right to Service Act, 2014.

The spokesman said for projects with an investment up to Rs. 10 crore or CLU application cases up to one acre in a conforming Industrial zone, the requests for CLU permission would be decided by the district-level clearance committee notified under the EPP-2015. After approval of the committee, permission will be issued by the DCs concerned.

The applications for seeking CLU permission would be submitted in the office of the Municipal Corporation concerned . In the case of projects with an investment of more than Rs 10 crore, the Commissioner, in the case of a corporation and Executive Officers or Secretaries in the case of municipal councils or committees, shall seek comments of the District Town Planner of Town and Country Planning Department concerned before forwarding a detailed report along with comments of the District Town Planner to the Directorate of Urban Local Bodies Department on a single file within 10 working days. The recommendations of the department would then be submitted to the empowered executive committee for taking a decision.
