Social markers to replace interviews for police jobs

CHANDIGARH: The Haryana Cabinet is all set to change the norms and marks for interviews for recruitment of police constabulary as well as all Grade C and D employees of the state.

The Haryana Cabinet is all set to change the norms and marks for interviews for recruitment of police constabulary as well as all Grade C and D employees of the state.

The Cabinet, in its meeting in September, had decided to do away with the system of interviews for Grade C and D employment, but the decision was not notified as it contained some infirmities.

In the Cabinet meeting scheduled for tomorrow, it is proposed to do the recruitment based on written test and score on some socio-economic criteria.

Highly placed sources have said the Cabinet is expected to fix the marks of written test at 90 and four objective social-economic criteria will carry 10 marks for Group C and D jobs. Earlier, the written test carried 85 marks and interview 15 marks.

The Cabinet is expected to introduce weightage based on these socio-economic criteria. But at the same time, there will be a cap on granting marks, which is expected to be discussed in tomorrow’s meeting.

The five categories of candidates who will be eligible for weightage of five marks each in interview are based on: (i) experience (half mark per year of experience subject to maximum of 10 years); (ii) widow; (iii) someone whose father died before turning 40; (iv) belonging to any of the 30-odd nomadic tribes that fall in the category of neither SC nor ST; and (v) if no one in the family has job (including parents, spouse and siblings).

However, there will be a cap and the candidate will not be able to claim more than 10 marks even if eligible for more weightage. If a candidate is eligible for five marks each on all five above-mentioned criteria, he or she will not get more than 10 marks.

Similarly, after a review of the last recruitment process for constables and sub-inspectors, the Cabinet is also expected change the marks of written exam to 85 and physical test to 15. There will be no marks for interview.

All candidates will have to pass the physical test and of the 15 marks, there would be weightage for qualification in relevant subjects, postgraduation and NCC “A”,“B” and “C” certificates.

Once the new grading system based on socio-economic markers is approved by the Cabinet, there is likely to be a notification for recruitment of constables and sub-inspectors. The government will issue a notification for employment of around 40,000 Group C and D employees.

After the last Cabinet meeting, Chief Secretary DS Dhesi had directed all administrative secretaries to make amendments in service rules at their own level without taking approval from the Cabinet, General Administration Department or Finance Department.
