Transfer policy for teachers amended

CHANDIGARH: The Cabinet that met under the chairmanship of Chief Minister Manohar Lal Khattar here today approved the transfer policy for school teachers after making amendments to an earlier draft of the policy.

The Cabinet that met under the chairmanship of Chief Minister Manohar Lal Khattar here today approved the transfer policy for school teachers after making amendments to an earlier draft of the policy.

The policy has a time schedule for all activities. Besides other changes, vacancies have been redefined as ‘Actual Vacancy’ and ‘Deemed Vacancy’. A provision made about adjusting the teachers returning from leaves has been dropped. The period of implementation of transfer has been extended from seven days to 15.

General transfers will be made only once a year as per the time schedule already mentioned or as notified by the government for a given year. In case of teachers teaching both Class X and XII, average of the two pass percentages will be taken for the calculation of privilege points.

The minimum stay for seeking transfer would be three years. For the first time, all teachers irrespective of their stay will be entitled to give their choice for transfer if they desire so.

Project execution under Swiss method

The Cabinet approved a proposal of the Industries and Commerce Department to adopt guidelines for project execution and public procurement of development works under the Swiss Challenge Method.

The Swiss Challenge Method is a bidding process to help private sector initiative in spotting public need projects.

Railways and a few states such have already adopted the method of project execution and procurement for development works, with minimum investment limit of Rs50 crore or less. For Haryana, the minimum investment limit as approved by the Cabinet will be Rs100 crore.

To implement the concept of ease-of-doing business, the government has, in the Haryana Enterprises Promotion Act 2016, introduced single window service (SWS) with online approvals through e-biz portal with the provision of deemed clearances and Right to Service.

The Haryana Enterprise Promotion Board (HEPB) is to be constituted under the chairmanship of the Chief Minister for overseeing time-bound clearances, sanctioning special packages for mega projects and approving policy initiatives.

The Cabinet approved taking out 133 posts of Assistant Engineer (Electrical) and eight posts of Assistant Engineer (Civil) in all four state power utilities from the purview of the Haryana Public Service Commission (HPSC). The posts will be filled on the basis of score obtained in GATE only.

What is Swiss Challenge Method

  • It is an offer made by the original proponent to any authority that is the administrative department, board, corporation or agency of the government at his own initiative or on demand of the government ensuring his process to be the best in terms of effectiveness, including both factors cost and time 
  • The detailed project report submitted by the project proponent would be shared with the prospective bidders so as to ensure fair compensation and for providing an opportunity for a participatory competitive bidding process 
  • The bids would be invited by way of international competitive bidding process 
  • If the best bid in the open competitive bidding is superior to the proposal of the project proponent, he would be given an opportunity to match its proposal with that of the most advantageous bidder within a specified period
  • In case, the project proponent agrees to match the best bid within the time period specified, the project proponent would be selected and awarded the project 
  • In case, original proponent declines to match the best superior bid within the period specified, the best superior bid would be selected
