A face-off between the Vice Chancellor and the Registrar of Chaudhary Devi Lal University (CDLU), Sirsa, has reached the doors of Governor Kaptan Singh Solanki, who is also the Chancellor of the university.

In his letter to Solanki written on Monday, Registrar Aseem Miglani has accused Vice Chancellor Vijay Kayat of violating the University Act and Statutes by not including him (Miglani) in the interview panel for the selection of assistant professors in spite of the fact that he was the secretary of the selection committee.

The interviews for the posts of assistant professor in the Law Department were conducted on June 17.

The Registrar said Clause 24 (3) of the University Statute provided that “the Vice Chancellor shall preside over and the Registrar shall act as its (selection committee) Secretary. The meeting of the selection committee shall be convened by, or under the directions of the Vice Chancellor”.

“Though the Registrar is not a member of the selection committee under Clause 24 (1), but he is part of the committee as its secretary as provided under Clause 24 (3),” Miglani said.

In his representation, the Registrar also referred to another of his letter to the VC written on June 13. In that, Miglani said Kayat bypassed him by allegedly issuing a notice on June 13, asking the Assistant Registrar (Establishment) to put up files of the establishment branch directly to him.

Requesting the Governor to take cognisance of “repeated violation of the University Act and Statutes”, Miglani has sought intervention and directions to “restore and uphold sanctity of the University Acts and Statutes”.

When contacted, Kayat denied any violation of the University Act and Statutes.

“The Acts and Statute provide that Registrar will be the member secretary of the appointment of non-teaching staff such as Superintendent, which is the prerogative of the establishment committee of the university. As far as the selection of assistant professors, associate professors and professors is concerned, the Registrar has no role in it. He is not a member of the panel,” Kayat said.

About Miglani’s June 13 letter, Kayat said: “For the smooth functioning of the university, the VC can assign any work to any officer.”

“The University Act provides that the Registrar shall be the Chief Administrative Officer of the university and he will work under the directions of the Vice Chancellor. Hence, the VC will decide the nature of work to be assigned to the Registrar,” the VC added.
