Shimla, March 1

Former Chief Minister and Leader of the Opposition PK Dhumal today said the Congress had made the promise of unemployment allowance in the 2012 election and it must be honoured.

Talking to mediapersons here today, Dhumal said, “This will be the real test whether he lives up to his old reputation or will succumb to pressure from the party,” remarked Dhumal.

He said since the election manifesto of the Congress had been adopted as policy document, it was but natural for anyone to expect that the party would honour its commitment.

He said one did not really know whether to take the CM seriously as on many occasions he had remarked that he only made a comment in lighter vein and people took it seriously. “Even on the issue of second capital status to Dharamsala, he said he had only formalised what already existed. There would have been some truth in the announcement if the Budget session was held there and the entire secretariat and bureaucracy had shifted there,” he remarked.
