No accreditation, students denied stipend

The College of Horticulture and Forestry (CHF) at Neri, near here, awaits accreditation from the Indian Council of Agriculture and Research (ICAR) that had deprived over 100 students of the final semester from getting a stipend of Rs3,000 per month.

The students of the final semester get this stipend to go to villages for farmer-interaction programmes and conduct studies on agriculture, horticulture and forestry. This money is released by ICAR and the institution/ university concerned, but in the absence of ICAR accreditation, the CHF students are not receiving the ICAR share and are being paid only Rs 500 per month.

The College of Horticulture and Forestry at Neri in the district is the third constituent college of Dr YS Parmar University of Horticulture and Forestry Nauni in Solan.

It was established in 2011 as the Institute of Biotechnology and Environmental Science and was renamed as the College of Horticulture and Forestry in 2014.

The purpose was to impart skill-based education in horticulture, forestry and allied disciplines to develop entrepreneurship and employability at the grassroots level and expand the reach of professional agriculture education students of rural and semi-rural areas of the farming community.

The campus is spread over an area of 29.76 hectares, but sources reveal that lack of facilities causes hindrance in completing the required norms for getting accreditation from the ICAR.

It is learnt that the building of girls’ hostel on the campus was almost complete, but was yet to be used.

Girls of the college are given accommodation in a rented building, about 10 km away, and have to struggle to reach college as there is poor transport facility to the college. Even after eight years of its inception, the institution has poor facilities for extra-curricular activities, including good sports grounds, auditorium.

Even labs and libraries need to be improved. PC Sharma, Dean of the CHF Neri, said documents for getting ICAR accreditation had been submitted, but the ICAR had not conducted inspection so far. He said the building of the hostel needed more funds to complete and request for Rs 57 lakh had been sent to the department, but no funds were received.

He said the stipend of Rs 500 was being paid to the students by the university. To improve other facilities on the campus, including sports, culture and others additional funding was required that may exceed in crores of rupees, he said.


Why accreditation necessary 

  • The college lacks several facilities which cause hindrance in completing the norms for getting accreditation from the ICAR 
  • Final semester students are entitled for a stipend worth Rs 3,000 per month, which they need for visiting villages for farmer-interaction programmes and conducting studies on agriculture, horticulture and forestry 
  • This money is released by ICAR, but in the absence of the ICAR accreditation, CHF students are not receiving ICAR share and get only Rs 500 per month
