Shimla, October 1

The Himachal Government has decided to take the revenue administration to the field to provide revenue services to the public at their doorstep. This was stated by Chief Minister Virbhadra Singh here today while issuing directions to make the entire process people friendly.

He said people from villages came to tehsil and subdivision headquarters to obtain certificates like bona fide certificate, Scheduled Castes, Scheduled Tribes, OBC or income certificates. For obtaining such certificates, they had to first obtain report from a revenue functionary like Patwari and Kanungo and then reach tehsil or subdivision headquarters to finally obtain the certificate from the Tehsildar or SDM concerned, he observed.

It caused lots of hardships and harassment and also resulted in the loss of precious time which otherwise could be used by them in some other productive activity, he said, adding that apart from this, it was necessary to ensure timely completion of mutation and demarcation proceedings.

Chief Secretary VC Pharka confirmed that with a view to facilitating people and making revenue services available at their doorstep, the state government had decided to launch a three-month special campaign from October 2 for completion of mutation and demarcation proceedings and issuance of all certificates which people need every day.

Pharka said he had directed all Deputy Commissioners to hold camps in the field by drawing a calendar to be circulated and well advertised in advance so that people reach these camps organised in or near their village for obtaining the certificates.

He further said SDMs and Tehsildars throughout the state along with revenue record and their team of revenue functionaries would hold full-day camps in their jurisdiction in the next three months and would receive, process and finalise the action on the applications received by them in the field on the same day itself.
