Many allottees of the LIG flats of the Jalandhar Improvement Trust (JIT) decry that even after making several requests to JIT officials, they have neither yet received the possession of their flats nor got any refund. Sick of the red tapism, the allottees have now decided to file their complaint to the consumer forum. However, to proceed with the case, they require legal documents which lie with JIT officials.

On the other hand, JIT officials claim that the documents lie in an almirah the keys of which have been with the Vigilance Department.

“Not a single penny has been given to the allottees. The flat owners have now collectively decided to register the case in the consumer forum on the coming Tuesday, the applications of which are ready, but the documents required to further proceed the case lies with JIT officials. They claim the files are kept in an almirah, the keys of which are with the Vigilance Department. Each day, they make one or the other excuse. The JIT is simply making fool of the allottees and is not ready to provide any authentic data, though many of the allottees recently received the payment receipt of their flats, but surprisingly all receipts issued had no official signature and no date was mentioned on it,” said Surinder Marwaha, chairman of the Bibi Bhani Residential Welfare Association.

He says allottees daily visit the JIT office and make calls to the officials concerned, but none of them bother to response or inform them about the progress in the matter. In a recent meeting held in Dolphin Hotel here in the presence of SDO Rajiv Raj, XEN Raj Janotra and other officials of the JIT regarding the possession and refund for the remaining allottees and about the documents to be made available to flat owners, no positive response has been received. “The meeting was a complete waste of time as flat owners are now tired listening to the same false claims of the officials,” said Darshan Singh Ahuja, president of the Bibi Bhani Residential Welfare Association.

Improvement Trust SDO Rajiv Raj claimed, “We are now left with seven or eight allottees who are adamant on getting a flat in lieu of the payments that they made. Moreover, 90 per cent of the work has been completed. In some blocks of the complex, the white washing of the flats has been started and we are trying to do the remaining adjustment soon.”

On asking about the discussion held in the meeting and also if the documents and agreement copies were made available to allottees, the SDO said, “I am not aware of any information in this regard, but yes, I heard the agreement copies have not been provided to the allottees, but this has to dealt by the sale branch, we are not the authority concerned on this issue.”

Satish Syal, an allottee of an LIG flat, said, “I had been calling clerk Anuj Rai of the JIT several times, but he did not receive my calls. I have neither received the possession nor the refund for my flat. I am completely helpless as there is no response nor any action has been taken against the JIT so far.”
