With the Vigilance Commissioner painting a dismal picture about the Dal Lake conservation efforts and failure of the encroachment drive by the LAWDA (Lakes and Waterways Development Authority) and the J&K Police in his report, the High Court has directed the authorities concerned, including the J&K police, to file an action taken report by or before October 12.

In its orders passed today, a division Bench of the court headed by Chief Justice NN Paul Vasanthakumar observed that “facts narrated” by the Court Vigilance Commissioner in his report “indicates the sorry state of affairs” on the part of the J&K Police and LAWDA officials.

In his report submitted to the High Court on September 21, the Vigilance Commissioner has revealed that the enforcement wing of the LAWDA has either remained docile and dormant as far as encroachments of the Dal Lake is concerned or appear to be “in league” with violators.

The report has castigated the J&K police for its role, adding that the “unchecked ingress as well as egress of the vehicles” carrying construction materials to interiors of the Dal Lake during the night inspection shows utter negligence and corrupt practices by the police personnel concerned.

“The above stated facts narrated by the Court Vigilance Commissioner indicates the sorry state of affairs on the part of the police and LAWDA officials,” the High Court observed in its orders while directing the police as well as the official respondents, including LAWDA, to file the action taken report in the matter considering the alarming report submitted by the vigilance commissioner on or before October 12.

While posting the matter for further hearing on October 13, the court in its orders has further observed that during the previous hearing, IG, Kashmir , who was personally present, had submitted that he will immediately provide 20 more police personnel, in addition to the existing five, and one more motor boat to the enforcement wing of the LAWDA to carry out the directions of court, which include checking of unauthorised construction, encroachments, and removal of the already put in encroachments in the Dal Lake area.
