Centre seeks states’ view on officers’ pay

CHANDIGARH: Following changes made by the Finance Ministry in the recommendation of the Seventh Central Pay Commission earlier this month, the Centre has sought the views of state governments on salary issue concerning officers of the All India Services (AIS).

Following changes made by the Finance Ministry in the recommendation of the Seventh Central Pay Commission earlier this month, the Centre has sought the views of state governments on salary issue concerning officers of the All India Services (AIS).

In a letter addressed to the chief secretaries of all states this week, the Department of Personnel and Training seeks to protect the pay and allowances of AIS officers, including the IAS, IPS and the IFS, from any detrimental effect due to posting at the Centre or their cadre state.

Among the changes made by the Finance Ministry that are relevant to IAS and IPS officers is that the Index of Rationalisation of Level 13 of the Civil Pay Matrix shall be enhanced from 2.57 to 2.67, for which new tables have been compiled.

Further, the provision contained in Rule 7 of the aforesaid rules shall be revised to the extent that the benefit of pay protection in the form of personal pay of officers posted on deputation under the central staffing scheme shall be given effect from January 1, 2016, instead of July 25, 2016.

This rule states that if the pay of AIS officers posted on deputation to the Centre is fixed in the revised pay structure happens to be lower than the pay they would have been entitled to had they been in their parent cadre and would have drawn that pay but for the Central deputation, such difference in the pay shall be protected in the form of personal pay.

Asking state governments to respond immediately, the letter adds that the benefit of pay protection shall also be extended to officers from other services deputed at the Centre on posts that are not covered under the scheme.
