Chandigarh, December 25

Likely to be headed by a bureaucrat, Punjab’s Directorate of Environment and Climate Change will be a 18-member body that will act as the nodal agency for preparing strategy and policy on environment-related issues.

Approved by the Cabinet recently, the proposed directorate will have technical and environmental experts on its panel. Presently, the Punjab State Council for Science and Technology (PSCST) looks after the environmental research aspect. The Punjab Pollution Control Board looks after the issue of framing and also enforcing laws.

Not ruling out the possibility of appointing a bureaucrat as the director in the proposed directorate, a senior functionary in the Chief Minister’s Office said once the ordinance was approved, the government could also look for an eminent environmentalist to head the government’s new initiative. Several states had already set up the directorate.

The directorate would work in two divisions. Environment and Climate Change Division would look after the strategy and policy concerning issues and the Pollution Control Division would deal with the laws concerning environment issues and implementation of pollution laws. It would keep tabs on industrial air pollution, stubble burning, vehicular emissions and construction projects releasing particular matter.
