Process begins to cancel medical college certificates

FARIDKOT: The state government today started the process to cancel the essentiality certificate and NOC issued to Chintpurni Medical College and Hospital (CMCH), Pathankot, for failing to abide by the Establishment of Medical College Regulations, 1999, and not fulfilling the conditions prescribed in the certificate issued for starting the MBBS course.

The state government today started the process to cancel the essentiality certificate and NOC issued to Chintpurni Medical College and Hospital (CMCH), Pathankot, for failing to abide by the Establishment of Medical College Regulations, 1999, and not fulfilling the conditions prescribed in the certificate issued for starting the MBBS course.

The cancellation of the certificate is mandatory before shifting the 101 MBBS students of CMCH to other medical colleges in the state as per the Medical Council of India (MCI) regulations.

As per the directions of the Punjab and Haryana High Court, the Department of Medical Education and Research (DMER) has to shift all 101 MBBS students of the 2014 batch from the CMCH to other medical colleges in the state before November 15.

Besides 101 students of the 2014 batch, the DMER has also started the process to shift 148 MBBS students of the 2016 batch in CMCH to other colleges in the state as after the cancellation of essentiality certificate and NOC, the CMCH will be a defunct college.

While 101 students will be shifted only to three government medical colleges in Faridkot, Amritsar and Patiala, the 148 students will be shifted to government and private medical colleges as per their admissions on government and management quota seats in CMCH last year.

While the students of the 2011 batch in the CMCH were already shifted to other colleges, there was no admission in 2012, 2013, 2015 and 2017 as the MCI declined admissions in these years for the college failed to create infrastructure as per the MCI norms.

While these 101 students were paying just Rs26,250 per annum as tuition fee in CMCH for the past three years, now they will have to pay Rs2.2 lakh per annum, for which they have given an undertaking.

Another issue was pre-final exam of these 101 students, scheduled to start on November 13. After a meeting between the students, their parents and medical education minister Brahm Mohindra, a consensus was reached on the exam. “We have reached a consensus on holding the exam of all these students,” said the minister.
