Property registration: Pay Rs5,000 for ‘tatkal’ booking

Buoyed by the success of their online registration of sale deeds of properties, the Punjab Revenue Department is all set to introduce “tatkal” booking for getting the property registration done.

The “tatkal” booking for getting a property registered will be done with an additional fee of Rs 5,000, over and above the other facilitation charges to be paid to the Punjab Land Records Society (PLRS), varying between Rs 1,000 and Rs 5,000. The “tatkal” facility will initially be launched at the centres where the property registration is quite high. Punjab is among the three states where the online registration of property sale deeds has been initiated (other two being Rajasthan and Maharashtra). As of date, the online registration of sale deeds of properties has been launched in 14 districts and four more districts — Moga, Sangrur, Hoshiarpur and Gurdaspur — will also start the online registration of property on Monday. Though these four districts were to go online on May 30, a strike by tehsildars delayed it by a few days. The government, with the help of the National Informatics Centre, has also worked to remove all technical glitches in the National Generic Document Registration System (NGDRS) portal (the portal where online registration is done), before the “tatkal” rollout. This includes taking away the rights from sale deed writers to block slots for online registration as this was being misused and often “sold” by the deed writers to substitute party at a price.

Vini Mahajan, Additional Chief Secretary, Revenue, told The Tribune that they are in the process of deciding as to how many slots are to be set aside each day in a sub-registrar office, for instant (tatkal) booking. “In areas where the NRI population is high and at places where maximum registration happens, the higher number of slots for online registration will be accorded,” she said.

Online system

• Buyers who intend to register online can visit the National Generic Document Registration System (NGDRS) portal and create a login. 
• After feeding in the property details, the user can check the applicable collector rates, exemptions, etc, as prompted by the system. Every time, a login is initiated, an alert is sent on the registered mobile number. 
• The system is designed for automatic calculation of stamp duty, registration fee and other charges based on collector rates. One can opt for SMS alert for data submission, appointment and completion of registration. 
• Also, the online appointment system gives flexibility to citizens to choose their date of appointment.
