Chandigarh, February 13

The Punjab and Haryana High Court on Tuesday verbally questioned the State of Haryana on placing blockades on the highway following farmers' protests.

The Bench verbally observed that the farmers were passing through the highways, adding that they had the right to movement and to assemble.

"On what basis are you blocking the roads? What are the reasons? Are they agitating in Haryana? the Bench questioned.

Keeping in view the "fluid" situation, the bench also made Delhi NCT a party to the litigation and also impleaded two farmer organisations as parties.

The bench also called for status reports from Punjab, Haryana and the Centre, while fixing the case for Thursday.

The bench also called upon the parties to sit down and resolve the issue and for identification of areas by both the states for the demonstrations to be held.

The bench at the same time observed that the state was required to step in as it had equal duty to protect everyone on the road.
