SAMANA, Feb. 18.

Shri Lal Bahadur Shastri, in charge, Election campaign on behalf of A.I.C.C. counseled Master Tara Singh not to oppose Congress candidates on "frivolous charges of corruption." He described the attitude of Master Tara Singh as "stabbing Congress in the back" when it was busy in fighting the election battle.

Addressing an election meeting today the former Union Railway Minister said that the Congress was prepared to seek arbitration of any impartial person on the issue whether the Congress was generous in accommodating the Akalis in the giving of Party tickets. Congress, he added, had sincerely implemented Akali-Congress agreement. Shri Shastri maintained that Master Tara Singh's opposition to certain Congress candidates did not result from his "pronounced desire to eliminate corruption from public life." This was evident, he added, from the attitude of Master Tara Singh towards Lala Achint Ram, a Congress candidate from Patiala Parliamentary constituency. He said that honesty and integrity of Lal Achint Ram was beyond any doubt.

He failed to understand the hostile attitude of the Akali chief towards Sardar Gian Singh Rarewala. He said that Master Tara Singh and Akalis did the same thing which S. Gian Singh Rarewala had done two months earlier.

He paid glowing tributes to S. Gian Singh Rarewala for his courage and boldness in adopting the right attitude and his role in bringing Sikhs and Hindus closer to each other. Force of circumstances, he added, forced Master Tara Singh to toe his line.

After analyzing the achievement of the Congress Government, Shri Shastri said that the Congress was the only party which could form a stable Government both at the Centre and in the States. He said that the record of Congress during the past few years so far as ensuring progress of the country was concerned, was something unparalleled.

Congress Alone

Congress, he said, was built on certain high principles and values. It had remained with the people like a devoted Hindu wife. He said that Congress alone could liquidate poverty, illiteracy and unemployment and ensure equitable distribution of national wealth among the people.

He appealed to the audience to vote for the Congress if they wanted a stable Government in the country and save their hard-earned freedom from the foreigners who had evil designs towards India.

Communists Attack

Shri Shastri referred to the role of the Communist Party and said that Communist Party had been throughout anti-democratic. To the Communist Party independence, freedom, democracy and progress did not mean the same thing as they meant to the people, he said. The Communists believed in controlled democracy, liberty and freedom. They thought not of the stability of India but in terms of the Communist rule first.

P.S.P.

Referring the Praja-Socialist Party, Shri Shastri said that it was not clear to him what were the aims of that party. He deplored that Praja-Socialists had issued posters in Allahabad which contained abusive language against some Congress leaders and workers. He said that it was regrettable that the Party of Acharya Kripalani had adopted such tactics. He maintained that in public life a measure of dignity must be maintained and abusive language to decay others should not be used.
