A Retrograde Step

BENGAL papers are naturally indignant at the proposal of the authorities of the Dacca College to enhance the college fee from Rs. 6 to Rs. 9 per month. "Is the present time quite suitable," asks the Bengalee, "for a proposal of this kind?" We should like to go further and ask, why on earth are we to have enhanced college fees in India at a time when in a country like England it is being seriously proposed to make University education cheaper so that its benefits may be more widely diffused? Is education more widespread in India than in England, or are the people of Indian richer than those of England, that the authorities in Indian should make such a proposal at such a time?
