THE Hon'ble Mr. Patel of the Bombay Legislative Council deserves congratulations of the whole country on the plucky fight he has put up for free and compulsory education in the Bombay Presidency. In December last, he moved a resolution in the Bombay Legislative Council rising that an early beginning should be made in the direction of making elementary education free and compulsory at least within the limits of municipal Districts. His Excellency the Governor took up a curious attitude remarking that it would be unfortunate if the Council endeavoured to pass a resolution which went straight in the face of the confirmed and decided opinion of the Government of India. This obviously referred to the Supreme Government's rejection of the late Mr. Gokhale's Bill in the teeth of public opinion of the country.
