Building Regulations at Delhi

THE Municipal Committee of Delhi has received a letter from the Hon'ble Chief Commissioner, stating that the practice of the Committee did not, as judged from a large number of resolutions, appear to follow any well-defined principle. The letter goes on to lay down the principles which, in the opinion of the Chief Commissioner, require to be borne in mind in dealing with applications for projections on public land:-(1) that as the land is pubic the Committee has complete discretion under section 172 of the Act either to allow or to refuse projections, (2) that as the guardian of the public property it is the duty of the Committee to see that the open spaces are not unduly cumbered with casements, the removal of which under sections 274/175 of the Act may prove to be both lengthy and costly, (3) that in narrow streets projections reduce access both of light and air and are thus objectionable from a sanitary point of view.
