WHENEVER an extraordinary wave of crime is noticed such as that which cannot be controlled by the existing preventive and protecting agencies, it becomes necessary to appoint a mixed Committee of Enquiry so that steps may be taken prevent a recurrence of the evil.



WHENEVER an extraordinary wave of crime is noticed such as that which cannot be controlled by the existing preventive and protecting agencies, it becomes necessary to appoint a mixed Committee of Enquiry so that steps may be taken prevent a recurrence of the evil. On this principle the Punjab Government could with advantage have appointed a Committee consisting of officials and non-officials after the outbreak of lawlessness in South-West Punjab. But no such step has been taken. It is noteworthy that the Ceylon Government forthwith appointed a Committee with the Chief Justice as president, a Ceylonese gentleman and two Government to find out what were the police shortcomings and what should be done to remove them.
