THE worst thing about a bureaucratic form of government is that an evil example set in one area is imitated in another. This is what happened in the matter of the use of the Defence of India Act for purpose other than those for which the Act had been passed. This is what happened in the matter of student's circulars. This is what seems to be happening in the matter of the blacklisting of newspapers. We in the Punjab have been familiar with the practice, and the Punjab Government was recently hard put to it to defend it and was unable to its defence than that it, like ordinary advertisers, had a right to determine to whom it should send its advertisements. As if the position of a great Government, with absolutely no interest to serve except that of the people-was on all fours with that of ordinary advertisers who have only their own interest to consider!
