German Shuffling.



IF German methods of warfare have come in for universal execration, German methods of diplomacy have no less exposed themselves to the derision and contempt of the world. The submarine piracy against inoffensive and unarmed passenger ships brought Germany into conflict with America and was bound to bring her to her senses. But none the less Germany has taken a pretty long time in time in climbing down. Count Bernstorff gave oral assurances on 27th August that instructions would be issued to the commanders of submarines. But evidently America had learnt what reliance to place on the assurances of a country which regards sacred treaties as scraps of paper, and the Count was asked to give a confirmation of his oral assurances in writing. This has now been furnished. The Count says in writing that his instructions contain the following passage:-"Liners will not be sunk without warning, or without ensuring the lives of non-combatants, provided that the liners do not attempt to escape or resist." Mr. Lansing subsequently informed the press that Germany had agreed to warn, visit and search merchantmen before making an attack.
