Indian Emigration.



MANY thoughtful Indians share the view expressed by Mr. Polak in his recent speech before the East India Association, that India cannot afford to export Labour, for which her own industries are starving and that if voluntary emigration is in any way desirable and feasible Indians should claim not merely an Indian labour settlement, the bulk of the products and profits of which would be enjoyed by non-Indian planters, but an Indian colony in the full sense of the word. Another objection to voluntary emigration at present is that in the present state of education, voluntary emigration will too often be voluntary only in name, and that what with ignorance of the emigrant himself and the political impotence of his countrymen generally, there is not enough safeguard against ill-treatment in the colonies.
