WE confess we do not understand what precisely the Government of India means by their proposal to publish this week a resolution on local self-government. It is admitted that it will be necessary to bring the policy laid down in this resolution into line with the larger question of constitutional reforms of which, indeed, as His Excellency the Viceroy pointed out in a Council speech, it forms an essential part. But if so why anticipate the publication of the latter scheme, probably only by a few days?
