Moonlight police activity at Amritsar

The craze of holding up cycles and carriages in moonlight, on the plea that they were running without lights, which appears to have overtaken the Amritsar police during the last week, should be one good. It should bring home the trouble and inconvenience, not to say the insult involved in being held up, caused to men of position and education, through a general campaign of activity, such as is reported to have been carried out at Amritsar. The authorities at Amritsar cannot be unaware that a headless interpretation of the law, or, as in the present instance, a total and wanton disregard of it, cannot fail to cause intense dissatisfaction, which in itself is an evil which must be carefully avoided. It is absolutely necessary, as we have insisted again and again in these columns, that the authorities must carry the intelligent and sensible public with them in whatever measures they undertake for the public good.
