 AT the Bradlaugh Hall in Tuesday, Mr. Subba Rao, Joint General Secretary of the Indian National Congress, addressed a large and representative gathering of the Lahore citizens. After dismissing Mr. A. Chaudhari's well known epigram that a subject nation has no politics, as inapplicable to India, owing to Indians having been granted equal status with British people by the Proclamation of Queen Victoria, the speaker went on to trace the history of the development of Legislative Councils in India, which is practically the history of the persistent efforts made by Congress leaders to secure for the people a potent voice in the administration of their country.
