"IT is not desirable," says the Indiaman, "to see the line between official and private members of the Legislative Councils in India emphasised time after time by close divisions, and on occasions by the use of the president's casting vote." Has the writer of this comment become a convert to Home Rule for India? How else are the officials to carry out the policy of Government and protect it from being defeated by a popular vote in the Councils if the party system of voting were not to exist? For instance, at the last meeting of the Punjab Legislative Council, the resolution for thirty years' settlement was found to be so reasonable that even official opinion was in favour of the principle and there was a danger of the Council voting for it in a majority, were it not for the fact that one nominated member obeyed the party demand to support Government and the president gave his casting vote in favour of the Government policy.
