Refusal of a Memorial.



THE Indian Social Reformer says that the Government of Bombay has refused permission to the Presidency Social Reform Association to present a memorial to the Secretary of State on the subject of constitutional reforms affecting the social progress of the progress. It is not known what were the reasons for this refusal, but we are sure that was nothing in the drafting of the memorial itself to which Government could have been taken exception. The Secretary of State and the Viceroy have jointly received many deputations and heard a great many suggestions for reforms, some of which are even fantastic. The memorial of the Bombay Social Reform Association did not contain either fantastic or objectionable suggestions.
