THE truest test of sound and beneficent legislation is that it should be welcomed by the people in whose behalf it is to be enacted. Certainly there can be no more pleasant situation than that in which the Government and the people see eye to eye, when the Government officials willingly concede a popular measure calculated to benefit the people, even at the loss of Government revenue, and the people hail it as carried in their best interest. Judged by this unerring test the excise reforms undertaken by Mr. C.M. King, the Deputy Commissioner, must be accepted as beneficial in the highest degree. It must, indeed, be a source of the highest satisfaction to the Punjab Government, and especially to His Honour Sir Michael O’Dwyer that the people have hailed with delight every forward step in the matter.
