The Jury System.

COMMENTING on the recent decision of the U.P. Government not to expand the jury system as recommended by the Legislative Council because the opinion of district officers was against the extension, the Hindu quotes the opinions of eminent judges who point out the advantages of the system of trial by jury in criminal cases. Mr. Justice C. Walsh of the Allahabad High Court repudiates the assertion sometimes made that in England the system of trial by jury is getting disfavour and says that "after 20 years continuous experience  with English juries up to October 1915, I can say that there is not, and never has been, the slightest disposition to abolish or reduce them in criminal cases. In civil cases it is a different matter. No doubt in criminal case the judge sometimes differs from the verdict and says no.
