THE United Provinces Congress Committee has just submitted a long and well-reasoned memorial to the Government of India on the subject of Indians in Canada. The question is important just now because His Excellency the Viceroy has in view the possibility of adopting a system of reciprocity; and besides the changed position of Indians fighting side by side of Colonials in Europe ought to induce the Colonial authorities to concede our rights. Surely, if the Indians are good enough to shed their blood and die in defence of the Empire, they ought to be good enough to live in peace also side by side of Colonials in any part of the Empire. In Canada the problem is most urgent.
