WE notice that the Indian Daily Telegraph (Lucknow) takes the same view as the the Times of India of the offer of the Punjab Government to raise a double company from our educated youngmen in the colleges. It does not perceive in it much encouragement to Punjabis who have, without any special offer of this kind, contributed by far the largest number of recruits from our colleges into an Officers' Training Corps and draft them to the Punjabi regiments. Of course our young men make no such stipulation, and they are perfectly willing to serve in any capacity.
