Rename winter carnival after Indramani Badoni: Samiti

The Mussoorie Nagrik Vikas Samiti is unhappy with the functioning of the Winterline Carnival Committee that was formed to organise a carnival headed by the District Magistrates, Dehradun.

The committee is in the process of inviting various entertainers from around the country in order to boost tourism post 2013 disaster in Uttarakhand through Winterline Carnival.

Uttarakhand Nagrik Samiti officials Pradeep Bhandari and Ajay Uniyal, through a memorandum submitted to the SDM Mussoorie, yeserday, have demanded that the carnival should be named after Indramani Badoni, the eminent statehood agitator who sacrificed his life for the cause of separate state of Uttarakhand. They demanded that instead of starting the carnival from December 25, it should begin on December 24, the day being observed as State Cultural Day, all over the state.

They alleged that local artistes were being neglected and they should get due respect during the Winterline Carnival in Mussoorie.

President of the samiti Ajay Uniyal said on the one hand, the government was making tall claims of promoting culture of the state but on the other, it was trying to undermine its presence from the major events such as Winterline Carnival.

He said bureaucrats who were not experts on Uttarakhand Samiti were deciding which programme would figure or will be removed from the list of probables during the Winterline Carnival which was unfortunate.

The committee has not been able to produce any data to determine the number of tourists who reached Mussoorie just to watch the carnival. No attempt is made to market the carnival at the other metropolitan cities like Chennai, Bengaluru, Kolkotta, Delhi and Chandigarh. He demanded that the committee should come out with its report on the amount spent on the carnival and the revenue earned in name of promoting tourism.

The bureaucracy misusing its influence was bent upon committing the anti-people act in the name of Winterline. The business houses and other institutions were being forced to sponsor the event showing the fear of the administrative machinery, alleged Uniyal. He further said if the bureaucrats were able event managers then they should manage all cultural events in the state.

The convener of the samiti, Pradeep Bhandari, said on the one hand the government was trying to develop the traditional games and on the other side was shutting down the autumn festivals that were organised by the Municipal Council of Mussoorie in October.

He said it was a high time that the autumn festivals were revived once again. He demanded that all local artistes should be paid for the events by the Winterline committee instead of cultural department paying for them thus avoiding their exploitation at the hands of the cultural department. The committee members have already clarified that the local culture would be highlighted prominently during the Winterline Carnival.

The Winterline Carnival began in 2013 in the aftermath of the Kedarnath mid-June disaster with an objective of removing fear from the mind and hearts of tourists who were shying away from visiting Uttarakhand. The word Winterline has been derived from the natural phenomenon that is witnessed from Mussoorie over the Doon valley horizon after the sunset during the winters.
