Governor Dr KK Paul today said the job of the universities was to shape the destiny of youth. The Governor was speaking at a meeting of the Vice Chancellors of the state government universities at Raj Bhavan here today. The meeting was called to deliberate upon how the standard and quality of higher education in the state can be raised.

Addressing the VCs, the Governor said, “India’s future is in the hands of the youth and the way the country moves ahead will depend on the atmosphere and the academic environment in the universities, and the way they train and grow the youth”.

He said we know the demographic dividend of the country “This is the capital which has to be exploited fully so that India can truly become the No.1 country in the world,” he said.

The Governor said the universities must realise that they were the highest seat of learning and should hold a place of high esteem in the eyes of students as well as citizens.

He said the university should have a proper academic atmosphere with adequate infrastructure including library, journals, research and publications, laboratories for science and technical courses, sports and cultural activities, which were vital for a positive branding of the institution. The Governor said the universities should be able to impart quality education through well reputed and well qualified faculty.

He said an effort should be made to introduce innovative courses in the tertiary sector for the young boys and girls of Uttarakhand. “This will ensure that the students of the state do not have to spend money and go outside the state for specialisation and higher studies. The courses have to be such that after completion, they find ready employment,” he said.

The Governor said that the conduct of examinations and evaluation should be done in a fair and foolproof manner which inspired confidence and credibility. “Even a small case of unfair means and malpractices brings the image of the state down by several notches,” he added.

He also said for higher research and PhD thesis in various disciplines, the university should find affiliation with the National Academic Depository so as to find ready acceptability among the peers and at various interview boards.

The Governor said “swachhata” should be treated as an article of faith by each institution as this would give the students multiple benefits like discipline, order and a sense of organisation.

Dr Paul said besides making them professionally competent, the universities must train students on the right lines to be good human beings as well as good citizens. He said a tutorial system should be introduced where a group of students can meet the teachers in an informal setting and a teacher can counsel the students on various dilemmas faced by the youth. “A close teacher-student contact will help them gain confidence and develop their personality,” the Governor said.

He told the VCs that the university was a role-model for society at large. Its persuasive power extends beyond the classroom and teaching. Its influence, therefore, must be tapped for the greater good.

He said the ‘Swachh Bharat Mission’ aimed at a clean India by the 150th birth anniversary of Mahatma Gandhi in 2019, the universities must help in achieving this goal. He also called upon them to start working with at least five villages each under the Saansad Adarsh Gram Yojana (SAGY) which envisages the integrated development of selected villages through community participation. “I call upon you to transform these villages into model villages,” remarked Governor.

Several significant decisions were taken in today’s meeting. Each university will develop a Centre of Excellence in a specific field. Doon University will do so in environment studies and natural resources, Kumaon University in medicinal plants, Uttarakhand Open University in automobiles, Horticulture and Forestry university in nut fruits. Sanskrit University in yoga, Sri Dev Suman University will have a centre of excellence for developing Tehri lake and tourism, Uttarakhand Technical University in pharmaceuticals, GB Pant University in developing and propagating mountain agriculture and Ayurveda University in herbal farming.

Besides this, the Governor said the semester system should be started by all universities at the undergraduate level, universities should start employment-oriented courses according to the requirements in the state and each university, according to its Act, should publish its statutes within three months.

VCs of all state universities were present at the meeting. OSD and secretary to the Governor, Additional Chief Secretaries, Principal Secretary (Higher Education) and Secretary (Education) were present.
