Centre sanctions Rs 514 cr for execution of state plan

The Centre has sanctioned Rs 514.48 crore under the National Health Mission for the execution of the State Programme Implementation Plan for 2014-15. Sources, however, said the Union Ministry of Health and Family Welfare has asked the state authorities to comply with the conditions prescribed by the Department of Expenditure and take action on important issues while considering the release of the second tranche of funds.

The Centre has sanctioned Rs 514.48 crore under the National Health Mission for the execution of the State Programme Implementation Plan for 2014-15.

Sources, however, said the Union Ministry of Health and Family Welfare has asked the state authorities to comply with the conditions prescribed by the Department of Expenditure and take action on important issues while considering the release of the second tranche of funds.

“The state needs to provide utilisation certificates against the grant released up to 2013-14, duly signed by Mission Director and the auditor,” a statement said, adding the state also needs to submit the Statutory Audit Report for the year 2013-14.

“State shall ensure submission of quarterly report on physical progress against targets and expenditure including an analysis of adverse variances and corrective action proposed to be taken. The State shall not make any change in allocation among different budget heads without approval of the Government of India,” a statement from the Centre stated.

Sources claimed that the accounts of the state/grantee institution/organisation would be open to inspection by the sanctioning authority.

The accounts can also be audited by the Comptroller and Auditor General of India. An internal audit can be carried out by the Principal Accounts Officer of the Ministry of Health and Family Welfare.

State has also been asked to ensure submission of details of unspent balance indicating inter alia funds released in advance and funds available under the State Health Societies.

The state shall also intimate the interest amount earned on the unspent balance.

Pertinently, the flagship programme of the National Rural Health Mission (NRHM) has been strengthened under the umbrella of the National Health Mission.

The NHM has been extended all over the state in urban and rural areas slowly and steadily to promote universal access to a continuum of health services to the people.
