Rules not violated, says PU Registrar

Reacting to the complaint regarding the issue of the schedule of the Syndicate and Senate meetings fixed by the Vice-Chancellor, which a Syndicate member made to Panjab University Chancellor M Hamid Ansari, the PU Registrar and Secretary of the Senate Col GS Chadha (retd) has said the university had not violated any rule or regulation of the PU Calendar by fixing the Senate Meeting on December 14.

Reacting to the complaint regarding the issue of the schedule of the Syndicate and Senate meetings fixed by the Vice-Chancellor, which a Syndicate member made to Panjab University Chancellor M Hamid Ansari, the PU Registrar and Secretary of the Senate Col GS Chadha (retd) has said the university had not violated any rule or regulation of the PU Calendar by fixing the Senate Meeting on December 14.

Colonel Chadha said the PU was following all rules and regulations of the university calendar.

He said the Senate would consider the non-plan final statement of accounts for the financial year 2013-2014 of the university in the December meeting as recommended by the Board of Finance (BoF) on September 5, 2014, and subsequent approval by the Syndicate on September 13 and September 26 meetings.

Giving details, Colonel Chadha said the recommendations of the BoF meeting dated September 5, 2014, has been included in the agenda of the Senate Meeting as item No C-15. The agenda for the Senate has to be given to PU fellows 10 days in advance as per the PU Calendar.

He said the BoF meeting is scheduled for December 11, 2014, thus its approvals and minutes could not have been put up in the December Senate Meeting even if it was to take place on the last day of the month. He said the minutes were to be circulated to the members before the final approval. In accordance to the PU calendar, the BoF recommendations are then put up before the Syndicate.

Similarly, the Syndicate agenda is to be distributed to the members at least seven days in advance. The Syndicate proceedings and recommendations are always recorded and proceedings vetted by the members before the final approval of the Vice-Chancellor.

The whole process takes almost a month, so even if the dates of the Senate and Syndicate meetings were to be swapped, that would have served no purpose as the December recommendations of the BoF meeting could not have been put before the December Senate Meeting.
