Move to tax industrial premises

ZIRAKPUR, Nov 2 — The Zirakpur Nagar Panchayat proposes to levy house tax on commercial buildings and plots used for business purposes to raise funds for development.

The house tax will be charged according to Section 61 of the Punjab Municipal Act, 1911. It will be levied on all commercial buildings, including hotels, restaurants, dhabas, stone crushers, petrol stations, godowns, liquor shops, clinics, workshops, grossery shops, general stores and other buildings used for commercial purposes.

The tax will also be imposed on land used for doing business. Residential houses will be exempted from it.

The tax will be assessed by fixing the cost of the plot and adding to it the cost of the building constructed on it. Then 10 per cent depreciation will be deducted from this sum. After that 15 per cent of the amount will be charged as house tax.

The tax will be collected on the basis of the annual rental value (ARV) of the commercial building constructed in the villages in the Nagar Panchayat. According to official sources, the tax will be charged on the pattern of other towns and cities of Punjab.

It is learnt that the godowns which were the main sources of revenue of the Nagar Panchayat have started shifting to other places away from the panchayat limits to avoid octroi. Stone crushers, another source of income, prefer alternative routes for their vehicles to save double octroi. The crushers are paying octroi twice, once while bringing raw stone into the panchayat limits and again when supplying the ready material.

Two of the multinationals, which have their godowns in the Nagar Panchayat area, have obtained stay orders from a court against the imposition of octroi.

According to the Executive Officer of the Nagar Panchayat, revenue collection has come down because of these factors. This is hindering development of the Nagar Panchayat. Now the authorities contemplate imposition of house tax on commercial and other buildings used for business purposes so as to provide facilities to the residents.Back

 

Sec 17 to have 170 stalls

CHANDIGARH, Nov 2 — Almost on the same lines as last year, the Municipal Corporation authorities will be giving permission to set up only 170 stalls in the main Sector 17 Piazza for Divali and pre-Divali sales. The stalls will be set up for three days starting November 5.

Besides this the Estate Office is screening applications submitted by people desiring permission to set up cracker stalls in the city. About the stalls the MC authorities will be following the pattern established last year. First preference will be given to shopkeepers of Sector 17 having their business on the ground floor. Second and third preferences will be given to business establishments on the first and second floors, respectively.

The area of each stall, the passage between two row of stalls, entrance and exit for members of the public and other safety aspects will be defined and demarcated in advance. The MC will collect charges from each stall at the rate of Rs 600 per day thus making it a payment of Rs 1,800 for setting up the stall for three days.

This pattern of preferences drawn up by the MC would not mean that people who do not have business establishments in Sector 17 cannot apply for stalls. This system of having a fixed number of 170 stalls was devised after a public interest litigation (PIL) was filed in the Punjab and Haryana High Court last year. The PIL had contested that permissions had been given to around 500 people each year with scant regard to safety norms.

The MC authorities then conducted a survey and it was finally decided on giving preferences to shopkeepers having business establishments in Sector 17.

Meanwhile, to regulate the sale of crackers the Estate Office has devised a formula. All those applying for licences will be required to have a shop or a business establishment. However, those applying for renewal of cracker licences will not be covered under this clause, a source said .

The Sub Divisional Magistrate (Central) , Mr P.S. Gill , who is issuing the licences on behalf of the Deputy Commissioner said applications were being screened. No licences are being issued or renewed without a proper police report and a report from the fire authorities.Back

 

Police to step up migrant registration drive

Chandigarh, Nov 2 — Taking a serious note of the lukewarm response to the special drive to urge migrants to register themselves, the police will start an operation to round up the offenders from Monday.

The drive was supposed to begin after Dashera but had to be postponed in view of the preoccupation of the force in security and other festival-related duties. A detailed plan to be followed in the villages, colonies and the sectors has been chalked out and a meeting of the SDPOs and SHOs has been convened in this context on Thursday.

According to Mr C. S. R. Reddy, SSP, the operation was to have begun on September 15, but was postponed in view of the non-availability of adequate number of personnel and following petitions and requests by various associations of rehri, phariwallas and rickshawpuller unions.

He said as per their requests, the personal particular disclosure forms had, in addition to the police stations, also been sent to the representatives of the unions to enable them to motivate their members to comply with the law and avoid inconvenience at a later stage.

According to sources, only 6,000 persons of the estimated 50, 000 to 60, 000 migrants had come forward to get themselves registered although more than 25, 000 forms had been distributed among the 11 police stations in the city. The landlords had also been urged to get their tenants and domestic help registered with the police.

All persons, who visit the city in search of livelihood, have to get themselves registered with the police and the violators of Section 144, Cr P C are liable to be arrested under Section 188 of the IPC. The violators can be imprisoned or fined or both imprisoned and fined, the sources added.

It may be recalled that following the murder of Delhi-based businessman a couple of months ago, as many as 400 rickshawpullers were rounded up on a single day. The murder was solved with the arrest of three rickshawpullers while another suspect is still at large.Back

 

SI's petition dismissed

CHANDIGARH, Nov 2 — Sub-Inspector Subhash Mehta's revision petition against a judicial magistrate's orders summoning him, along with the other accused, to appear in the court for facing trial in an assault case was today dismissed by UT District and Sessions Judge Mr B.S. Bedi.

Pronouncing the order, the Sessions Judge observed: "There is no material on record that at the time of the commission of the alleged offence, the accused were acting or purporting to act in discharge of their official duty..."

The Sessions Judge also observed: "Even otherwise beating and assaulting another police official even while on duty prima facie does not come within the performance of official duty by the police officials even when they were on duty of maintaining public order".

Claiming to have been beaten up after he took photographs of Constable Ram Phal carrying Mehta's service revolver, Head Constable Rajinder Singh, in a criminal complaint, had earlier stated that the two were good friends. He had added that the incident had occurred at sectors 17, 18, 21 and 22 roundabout on July 22, 1994.Back

 

Discussion on tax today

CHANDIGARH, Nov 2 — A proposal to tax 10 per cent of the annual rental income of commercial and industrial property owners is to be discussed at a meeting of the Finance and Contract Commitee of the Municipal Corporation of Chandigarh scheduled for tomorrow.

Also on the agenda is to levy Rs 1,500 as a monthly charge from authorised taxi stands in the city. The 10 per cent tax will be on the average calculable annual rental income. This average will vary for property in various sectors. For example, if the annual rent of a shop-cum-office (SCO) in Sector 17 is calculated at Rs 4 lakh then the owner will be required to pay Rs 40,000 as tax.

It will also be decided that these payments will be linked to income tax. All these are part of the reccomendations of a subcommittee on property taxes. Both steps are in the direction to mop up more revenue.

Another item on the agenda will be the fate of public toilets in Sector 17. It is likely that they will be given on contract, sources say.Back

 

Top models in city for show today

CHANDIGARH, Nov 2 — Three former Miss India title holders — Manpreet Brar, Priti Mankotia and Annie Thomas — are here to participate in Anukama '99, the second annual fashion show of the National Institute of Fashion Technology.

In all 21 ramp stars of the country, 14 female and eight male models, will participate in the show to be held at Hotel Mountview tomorrow to exhibit all 26 collections of the final year students of the three-year fashion design course.

The collections, according to Ms Harpreet Kaur, Coordinator of the show, have been chosen from a plethora of elements of mind and matter; the moods, persona or events. These have been compiled either as a fresh concept or technique or a contemporary work or traditional fabrics.

''Phulkari'' of Punjab, ''chikandari'' of Lucknow, ''gotta'' work of Rajasthan, Kashmiri embroidery and some traditional styles of north-east will be on display.

"Each collection is aptly accessorised and assorted by the student designer concerned to suit the mood and the entity," Ms Harpreet Kaur said.

One of the student designers has taken fancy to "vastu shastra", while another one has designed her collection for blind kids.

The choreographer for the show, Ms Harmeet Bajaj, a member of the faculty of the Delhi unit of the NIFD, says that the models would try to do justice to the collections of each of the 26 passing-out students.

"At best each collection can get the maximum of three to three and a half minutes on the ramp. And for each student designer, the collection to fruitify took three years of hard labour, training and imagination," she added.

Earlier talking to newsmen, Mr Anurag Agarwal, Executive Director of the SAS Nagar-based NIFT, said that so far there had been 100 per cent placement on the campus of the students. The NIFT, he said, ran two courses. The second was on garments manufacturing technology. Even the second batch of this course, which just passed out, had 100 placement.

Mrs Vijay Sharma, Director of the institute, said that from the next session, the institute would introduce knit technology.

The models participating in the show are Manpreet Brar, Priti Mankotia, Annie Thomas, Shyla Lopez, Priyadarshani Pradhan, Sapna, Michelle, Ayesha Prem, Bindu, Aparna, Sharda, Tina, Joey, Swareena, Jas Arora, Rajat Raina, Praveen, Ajay Balhara, Niketan, Vijay and Aditya Baz.Back

 

PUDA policy on road berm

SAS NAGAR, Nov 2 — The Punjab Urban Planning and Development Authority (PUDA) has formulated a policy regarding the maintenance of road berms in its urban estates. A set of guidelines regarding the open spaces in front of houses which had been issued earlier by PUDA have been incorporated in the policy.

Sources in PUDA said the Additional Chief Administrators (ACAs) and Estate Officer (EOs) at urban estates in Bathinda, Ludhiana, Jalandhar, SAS Nagar, Ferozepore, Amritsar and Patiala had been intimated about the policy.

As per the guidelines, no permission for maintenance of road berms would be permitted on plots falling on the V-2, V-3 and V-4 roads.Back

 

SI, three others reinstated

CHANDIGARH, Nov 2 — The Sub-Inspector and three other personnel suspended on the allegation of manhandling a Sector 33 resident and his two sons on October 28 were today reinstated without prejudice to the outcome of the inquiry.

According to police sources, SI Charanjit Singh, head constable Gurdev Singh and constables Mohinder Singh and Pawan Kumar were reinstated with immediate effect.

They had been suspended after Mr Pawan Singla reported that he and his sons had been manhandled by the cops at a naka in Sector 15. The policeman had, on the other hand, claimed that the trio had assaulted them and a case was registered.Back

 

DGP holds ‘khula darbar ’

PANCHKULA, Nov 2—The Director-General of Police, Mr S.P.S. Rathore, held the first “khulla darbar” at Haryana Police Headquarters, in Sector 6 here today. Addressing police officials, he emphasised the need of involving the public and improving public-police ties.

Addressing mediapersons, he said that all deficiencies in the police stations would soon be removed and efforts to make the personnel more efficient would be undertaken. He added that grievances of the public would be a priority with the department.

Mr Rathore informed that the “jawans” suspended from service would have to give an affidavit stating that the folly committed by them would not be repeated before being reinstated and that strict action would be taken against corrupt officials while emphatically stating that any misuse of power and authority by the policemen would be strictly dealt with by the department.

On the issue of women being summoned for interrogation to the police stations, he stated that all women would be allowed to be accompanied by a relative and that only lady policemen would be authorised to carry out interrogations in such cases. However, he said that calling of women to police stations would be avoided as much as possible.

He appealed to the public to cooperate with the police and offer suggestions which would improve the working of the department, police stations and help serve them better.Back

 

Employees stage dharna

CHANDIGARH, Nov 2 — Employees of various departments of the UT Administration and the Municipal Corporation staged a dharna at the housing board roundabout here today. They later held up traffic for about an hour.

The employees assembled at the venue and raised slogans against the authorities for their anti-employee stance and casual attitude in solving their long-pending demands. A large number of women employees also took part in the protest.

Leaders of the committee said their main demand pertained to release of DA before Divali. Other demands, like treating employees transferred from Administration to the corporation as on deputation, were still pending despite numerous agitations. This had resulted in a sense of insecurity in the employees. They said if their demands were not met, they would start a agitation. Mr Pawan Bansal, MP, also addressed them.

Other demands raised by them included release of bonus and DA for 1997-99, implementation of the Supreme Court judgement awarding arrears of HRA and CCA to daily wage workrs, grant of uniforms to all class IIl employees, appointments on compassionate grounds for dependents of deceased employees, release of benefits under assured progression scheme and their extension to work charged employees, arrears for skilled and semi-skilled workers of the technician scale, abolition of contract system and creation of new posts in view of increased workload.Back

 

RI for injuring schoolboy

CHANDIGARH, Nov 2 — Convicting a city resident of fracturing the nasal bone of a school student after hitting him, UT Judicial Magistrate (1st Class) Baljinder Singh today sentenced the former to undergo rigorous imprisonment for one year, besides imposing a fine of Rs 500.

The convict, Anil Kumar of Sector 22, was also directed to undergo imprisonment for one month, in default of payment. He and two others were earlier booked by the Chandigarh Police under sections 325 and 34 of the Indian Penal Code in May 1993 on student Rajiv Kumar's complaint.

Pronouncing the order, the Judicial Magistrate observed: "I have no hesitation in relying upon the evidence of the prosecution witnesses and accordingly, I come to the conclusion that the prosecution has been able to prove its case beyond the shadow of doubt. Hence, I convict Anil Kumar for the offence under Section 325 of the Indian Penal Code".

In his detailed order, the Judicial Magistrate further observed: "It is a matter of common knowledge that disputes generally arise among students on small matters and possibility cannot be ruled out that occurrence did take place for the demand of books from the accused persons and they kept grudge for that and caused injuries to the complainant on that very day".

The magistrate rejected the prayer for releasing the accused on probation.

The complainant had earlier alleged that he was hit by the accused while he was coming from his school in Sector 22 on a cycle.Back

 

Court grants exemption

CHANDIGARH, Nov 2 — Granting former Zee TV news editor Rajat Sharma exemption from personal appearance in a defamation case filed by Haryana's former Chief Minister Bhajan Lal, the UT Chief Judicial Magistrate, Mr Sant Parkash, today issued fresh notice to news reader Sudhir Sharma for December 10.

Pronouncing the directions in open court, the CJM observed: "The application of accused number one Subhash Goenka is still pending decision and his personal appearance has been exempted till the appearance of accused number three Sudhir Sharma. On the same ground, the personal appearance of Rajat Sharma is also exempted till the service of accused number three is completed and his application for exemption will be considered thereafter".

The CJM also observed: "Notice issued to accused number three has not been received either served or unserved. Fresh notice be issued to accused number three for December 10 ".

Earlier, in his statement before the court, the former Chief Minister had stated that the news, broadcast by Zee TV, regarding the Central Bureau of Investigation taking into possession certain documents after carrying out raids at his residences in Adampur and Hisar had "resulted in bringing down his reputation".

Claiming the news to be "totally false and baseless", he had added that it was aired for defaming him socially and politically, in the "eyes of the public at large".Back

 

Admn gears up for festival season

SAS NAGAR, Nov 2 — The local administration has geared itself for the coming festival season. At least 300 police personnel have been deputed in the township to keep a watch on anti -social elements in the township.

Under the instructions issued to prevent any untoward incident, permission to set up stalls for the sale of fire crackers would be allowed only in open spaces in front of the markets in the township. The shopkeepers would not be allowed to sell fire crackers from their shops or set up stalls in the corridors of the markets.

No specific sites have been earmarked for the sale of fire crackers in the township. An official said out of 25 persons, who had applied for permission of the Sub-divisional Magistrate (SDM), eight had been granted licence. The licencee would not be allowed to sell big fire crackers like bombs and rockets.

The Deputy Commissioner, Ropar, under Section 144 of the Cr. P.C has already prohibited manufacturing, storage and sale of big fire crackers till November 11. Anyone found unauthorisedly selling the fire crackers and violating the safety guidelines would be booked under Section 188 of the IPC.

Besides, at least 20 motor cycle-borne police control room (PCR) vehicles have been deployed in the township. Mobile nakas and plain clothes policemen are also part of security measures.

Guidelines of the Loss Prevention Association of India to prevent any untoward incidence.

  • Parents should buy the fire crackers only from a licenced shop and never allow children to buy firecrackers themselves.
  • Store the fireworks safely away from open flame or other heat source.
  • Do not give all the stock of crackers together to children.
  • Never allow small children to light dangerous crackers.
  • Keep lighted candles and oil lamps away from crackers or curtains or any other combustible material.
  • Never allow children to return to firework once lit. Also advise them not to take the unburnt crackers for lighting together as bonfire when children wearing lose flowing clothes.
  • Utmost care must be taken when children are wearing lose flowing clothes.
  • Keep a bucket of cold water handy.
  • Do not show unsafe ways of lighting the crackers as children imitate their elders and ultimately get injured.
  • Always watch children lighting the firecrackers. Advise them the correct and safe way to handle the crackers such as:
  • Keeping fireworks in open ground not inside the house, terrace or balconies.
  • Lighting the firecracker from the side. Not bend over them.
  • Holding sparklers away from the body.

For Children

  • Obey parents and teachers’ instructions.
  • Do not burst loud crackers near the ill and aged or small children.
  • Never carry fireworks in pocket or school bag.
  • Do not throw lighted crackers on road or near any animal or vehicle.
  • Rockets should not be lighted near multi-storeyed building or thatched houses.

Emergency Measures

  • If the dress catches fire, do not run. Stop, Drop and Roll. By doing this the fire will not get the required oxygen to burn and would put off automatically. It is true that covering the victim with blanket will put off the fire. But the heat trapped inside can cause burn injury.
  • Water is best medicine for burns. Pour enough water on burns till the pain subsides. Never apply ointment, ghee, ink, etc. For serious burns, get medical assistance immediately.

Beant case: witness deposes

CHANDIGARH, Nov 2 — Former Chief Minister of Punjab Beant Singh’s assassination case continued today with prosecution witness Chamkaur Singh stating that the police uniform in the back seat of the Ambassador car, brought to his house by believed-to-be human bomb Dilawar Singh and accused Balwant Singh, was not new.

Deposing before District and Sessions Judge B.S. Bedi in the makeshift courtroom at Model Jail in Burail, near here, the witness stated that he had not seen anything else in the car.

Chamkaur Singh’s deposition assumes significance as he is Dilawar Singh’s brother. The former Chief Minister, it may be recalled, was killed in a blast outside the Civil Secretariat here on August 31, 1995.

The witness stated that accused Balwant Singh had kept a challan receipt on a cooler when he along with Dilawar Singh came to his house on August 30, 1995. The witness added that he had never seen accused Balwant Singh signing any document.Back

 

Marriage palace demolished

PANCHKULA, Nov 2 — The Department of Town and Country Planning, Haryana, demolished a marriage palace, a temporary structure raised on the premises of Hotel North Park near here today.

The enforcement staff of the department, aided by bulldozers and policemen, reached the scene around 5 pm. The action came after the hearing on a suit for a decree filed by the Polo Hotels, seeking permanent injunction restraining the Government from demolishing the structure, was dismissed by the Chief Judicial Magistrate, Panchkula, Mr V.P. Gupta. The demolition was undertaken under Section 12 of the Periphery Control Act.

Terming it as political vendetta against Mr Abhey Ram Dahiya, Chairman of the company, Mr A.S. Dahiya rued that the department did not give them any time to dismantle the temporary sturcture on their own. "We would have followed court orders to the last word if the department had given us an opportunity to do so. Before we were aware of what was happening, bulldozers had razed one part of the structure to the ground."

He stated that they were not given time to move higher court to seek redressal. "The matter was decided by the lower court during the course of the day but orders of the judgement were given to us at 4.45 pm. This smells of a conspiracy against us. No demolition has taken place within half an hour and after 5 pm. This has been undertaken to throttle businessmen of the party," he added.Back

 

Cops’ high-handedness to be checked

CHANDIGARH, Nov 2 — A new password of the Chandigarh Police will now be ‘’the law instead of the lathi’’. Under a new policy, cops will now book offenders instead of resorting to acts of high-handedness and this will be followed in the case of cops also.

A sensitising drive was initiated today and instructions have been issued that any incident of high-handedness on part of any personnel would be viewed seriously and the offender would be left to fend for himself without any departmental help.

Disclosing this here today, Mr C. S. R. Reddy, SSP, said instructions had been issued and a meeting of the SDPOs and the SHOs had been convened on Thursday where they would be directed to ensure strict compliance in their respective sub- divisions and police stations.

He said this had been done to tackle frequent incidents of high- handedness and manhandling of people by cops which brought a bad name to the force. Such incidents brought wide-spread criticism of the department from the public negating all welfare measures initiated by the police.

Through this change an effort had also been made to erase the brutal and insensitive lathi-wielding image of the average policeman from the minds of the people. There had been numerous complaints that instead of educating and explaining the law to the people, the men and even middle-rung officers often resorted to manhandling them.

Mr Reddy said entire force should not be blamed for the acts of violence and harassment of a few personnel.

He said in future the offenders, regardless of their offence, should be taken to the respective police station and booked under the relevant section of the Indian Penal Code .

Mr Reddy, however, clarified that the department would stand by the personnel where the offender had misbehaved with the officer but the person would have to prove that force was necessary to control the situation. The accused police officer, if found guilty, would be held responsible for his act in his personal capacity and denied the shield that it was in the line of effectively discharging his duty, he added.Back

 

Air Chief visits 12 Wing

CHANDIGARH, Nov 2 — The Chief of Air Staff, Air Chief Marshal A.Y. Tipnis, visited 12 Wing here today. He was accompanied by the President, Air Force Wives Welfare Association (AFFWA), Molina Tipnis.

On their arrival here, they were received by the Air Officer Commanding, 12 Wing, Air Commodore S.K. Banerjee, and President AFWWA (Local), Rina Banerjee.

the air chief was introduced to all the Principal Staff Officers as well as commanding officers of the station. He later inspected all lodger units. While addressing the officers and airmen of the base, he appreciated their dedication and the hard work put in by them, specially during the Kargil operations.

He said that this was the first time that the Pakistanis had crossed the Line of Control after the 1971 conflict, but the tough resistance put up by the IAF pushed them back. He laid stress on physical fitness of the personnel since the retirement age had been increased by two years.

In his honour a tea party with all personnel of the station as well as a lunch with officers and their wives was organised, where the air chief interacted with them to boost their morale.

Meanwhile, Molina Tipnis went around the station to see various AFWWA welfare activities being undertaken and the measures initiated to improve the quality of life of Air Force personnel. She also visited the station sick quarters and the Air Force School, Sector 47, where she distributed gifts to the patients and students. She also interacted with students of Ummeed, a school for handicapped children.

Seminar on forests held

CHANDIGARH, Nov 2 — A seminar on 'Forests — the Lifeline of Health Environment' was organised by the Department of Adult and Continuing Education and Extension, Panjab University, at Government College for Men.

Dr Ajaib Singh, Director of the department, said population explosion and illiteracy had led to pollution and environmental degradation. He pointed out that to meet the ever-growing demand for basic necessities like housing, food and shelter, deforestation was taking place at an alarming pace, leading to imbalance in nature, which could endanger the existence of man.

Dr R.K. Kohli, Professor in the Department of Botany, PU, said millions of hectares was lying waste, which should be reclaimed and managed appropriately. He added that forests were for envionment protection and not for commercial exploitation. He called upon students to encourage agro-forestry and social forestry. He also gave a list of trees which should be planted.

Ms Renu Gandhi, Project Officer of the department, stressed on co-operative and participatory management for upkeep of forests.

Dr Paramjit Singh Kang, another Project Officer, said the economy of many countries depended largely on forests.Back

Villagers demandbridge on nullahFrom Our CorrespondentMANAULI (SAS NAGAR)Nov 2 — Residents of more than half a dozen villages demand a bridge on the nullah that passes near Manauli. The causeway that linked Premgarh, Seaoun, Patton and Manak Majra villages was washed away in a flood three months ago. The villagers have laid a kutcha path to cross the nullah and have been making representation to the authorities for a permanent solution to the problem.

A student of Government Senior Secondary, Manauli, said that they had to face a serious problem when the nullah got swollen. Students coming from the other side often missed their classes in the rainy season.

The story is repeated every year as the causeway gets washed away during monsoon.

Medical services in the area get severely affected when the causeway is washed away. The only government dispensary is at Manauli and it becomes difficult for the sick to reach there from other villages.

SAD group calls on PM, Advani

CHANDIGARH, Nov 2 — A deputation of the local unit of the Shiromani Akali Dal led by its President, Mr Gurpartap Singh Riar, met the Prime Minister, Mr Atal Behari Vajpayee, and the Union Home Minister, Mr L.K. Advani, in New Delhi yesterday. The deputation also met the BJP President, Mr Kushabhau Thakre.

The delegation demanded extension of “lal dora”, concession in electricity bills, opening of model schools in villages on the Punjab pattern, allotment of plots to the displaced persons of Chandigarh, and payment of compensation for land acquired on the Delhi pattern.

500 participate in declamation contest

DC hears complaints

PANCHKULA, Nov 2 — The Deputy Commissioner, Mr S.K. Monga, heard complaints of the people at a 'Khula Darbar' held at Community Centre in Kalka on Saturday.

Residents expressed their dissatisfaction over the deteriorating condition of the sewerage system in the area. The DC said an estimate for completing the sewerage work had already been sent to the Shivalik Development Board.

They demanded that adequate measures should be taken to regulate the heavy traffic on the main highway. The DC said the administration would look into the possibility of installing traffic lights in the area.

The Gandhi Chowk Welfare Association demanded that the 'apni mandis' in the area should sell only fruits and vegetables. Farmers of Raipur Jangi complained about the low-voltage of electricity supplied to their tubewells. The DC assured them that the work in this regard would be completed in two months for which the department had bought equipment worth Rs 60,000.

Teachers form poll panel

CHANDIGARH, Nov 2 — A general body meeting of Government Teachers Union (GTU) was held at the Masjid ground, Sector 20, here on Sunday to work out the modalities for the forthcoming elections to the GTU.

The members emphasised the need for an early election so that the new body could take up the problems of the teachers with the Chandigarh Administration.

The meeting constituted an election committee.

The house later requested the committee to conduct the elections before November 20.

The convener of the union, Mr Harbir Anand, pointed out that the Education Department had failed to solve the long-pending problems of teachers.

Sankalp Divas celebrated

CHANDIGARH, Nov 2 — Rashtriya Sankalp Divas was celebrated in Government Primary School, Palsora, yesterday. Students held a rally in the village and sang patriotic songs. The village sarpanch, Mr Jai Chand, distributed sweets among the children.

Students of nav Bal Niketan Model School, Sector 20-A, here have won all the three first positions in various competitions in solo, duet and group songs held at the Divali mela organised by the Lions Club Chandigarh at Sector 17.

Students of the school also won the Gobind Ram Gakhar declamation contest running trophy at a function organised by the Arya Samaj, Sector 7, on October 30. They also won the Aarush Chand Ghai memorial running trophy at the bhajan recitation competition held on October 31.

LL.B. test to have 2 components

CHANDIGARH, Nov 2 — The entrance test for admission to first year of the 2-year six-semester course in Ll.B. (professional) for 2000-2001 will have two components, descriptive and multiple choice objective type questions.

The Joint Controller of Examinations, Mr Ashok Raj Bhandari, has stated in a press release that the entrance test will be conduted in general awareness, legal apitude and writing and communication skills. The exact scheme of the entrance test, style of question papers and other details will be made available in the prospectus to be published by the university at the time of holding the test.

The Personal Contact Programme for MFC-I for 1999-2000 will be held in two phase. In a press release, Dr R.K. Gupta, Reader and Co-ordinator, Department of Commerce and MFC Correspondence Studies, has asked students with enrolment numbers 27001 to 27200 to report for the first phase from November 14 to 21 and students with enrolment numbers 27201 onwards to report during the second phase.

City boy wins ‘personality’ contest

CHANDIGARH, Nov 2 — Nitin Kapur, a city boy has won laurels by winning the “Mr Personality Prince-99” contest organised at Aurangabad (Maharashtra) on October 29.

Nitin, a Sector 32 resident and student of the Indian Institute of Hotel Management (Taj Group), had to undergo an extensive schedule of general knowledge and other tests before emerging as a winner in the contest with 400 participants vying for the title.

Nitin, who has been a student of the Sector 21 Manav Mangal School and Sector 20 Government Model Senior Secondary School, had won the “best dressed” boy during his schooling.

Charge against Amrik Singh

SAS NAGAR, Nov 2 — Three municipal councillors today alleged that the Senior Vice-President of the local civic body had violated the orders of the state High Court issued on October 28.

The councillors, Mrs Indu Sehgal, Mr Bhupinder Singh and Mr Manjit Singh (who is also the Vice-President), said the Senior Vice-President, Mr Amrik Singh Mohali, had transferred a clerk to another branch of the council, besides postponing the opening of tenders. These actions, they said, contravened the orders of the court.

Persian conference continues

CHANDIGARH, Nov 2 — Guru Granth Sahib and influence of Persian on its contents came up for detailed discussion on the second day of the 21st all-India Persian teachers conference here today.

Mr Tejinder Singh Ghalli, Prof Azhar Dehlavi (JNU) and Dr Naseer Mian Qazi were the main speakers.

Guru Granth Sahib was a secular collection on various aspects and portrayed true humanity in the true spirit. Persian was a medium of dialogue with civilisation of the Medieval Ages. UNESCO has declared 2000 as the year of dialogue with the civilisation, it was pointed out.

The Kendriya Rajbhasha Parishad in a memorandum submitted to Mr I.D. Swamy, Union Minister, pointed out various discrepancies in the payment to the English to Hindi translators. These employees also needed promotions.Back
