A survey shows that in all 12 Government Senior Secondary Schools at Kot Dharm Chand Kalan, Chabal. Shahbazpur, Naushehra Pannuan, Chohla Sahib, Goindwal Sahib, Khadoor Sahib, Kairon, Kang, Bath and Tur villages, the posts of Principal are lying vacant. Senior Secondary School, Fatehbad (Girls), is the only exception where Ms Pritpal Kaur is working for the past two years.

Though at every school posts of lecturer are vacant, the tale of Chohla Sahib’s girls school is exceptional. there not a single post of lecturer has been filled, including that of Principal.

The school was upgraded up to the plus 2 level in 1994. For years together admission for plus 1 and plus 2 classes was not done. Ms Sukhwinderjit Kaur, officiating Principal, says there is not a single Class IV employee.

Ninetyfour students of Classes plus 1 and plus 2 come and return home without being taught a single word. Out of five sanctioned posts, two are vacant at Kot Dharm Chand Kalan and two at GGSSS, Fatehbad.

The situation at Chabal, Shahbazpur, Kairon, Tur, Bath and Kang is more or less the same.

On the other hand there are schools where there are teachers in different subjects but no student. At Government Senior Secondary School, Khadoor Sahib 12 posts have been sanctioned by the Education Department for plus 1 and plus 2 classes, including Lecturer of Physics, Chemistry and Biology, but there is not a single student of these subjects in Class XII. The same is the case at Goindwal Sahib and Naushehra Pannuan where there are teachers of various subjects and no student.

Mr Kulwant Singh, a former Chairman, Block Samiti, Chohla Sahib, says this attitude by the Education Department will result in the failure of the experiment of senior secondary schools, especially in rural areas.

He says repeated requests to fill vacant post of lecturers in these school has not been in vain. People demand that in the absence of regular teachers, “sikhya karmcharis” be appointed.Top

Gates’ largesse
In one of the largest gifts to schools in the USA, the Bill and Melinda Gates Foundation has announced a $ 350 million, three-year initiative to support the school-reform movement. The first to benefit will be the Seattle School District, scheduled to receive nearly $26 million, reports The Seattle Times. Other Washington public and private schools will receive more than $125 million over the next few years, 35 per cent of the total. The gift is believed to be the second-largest to US schools, behind the $500 million Annenberg Challenge, a five-year effort that created a national network of school-improvement projects. The Gates plan has a clear agenda that advocates smaller schools with no more than 600 students (400 is better, they say); research-based instructional programs with evidence they help students learn; better leadership by superintendents and principals; and technology as a powerful agent of change.

Computer for every lap
Governor Angus King of Maine, USA, has announced a plan to give every seventh grader in the state a laptop computer to use at school or at home. Under the plan, the first such statewide initiative, about 17,000 students a year would receive computers as well as Internet service, beginning in fall 2002. Within six years, all Maine students above the sixth grade would have laptops that would be theirs to keep. The $65 million plan, part of the governor’s revised budget proposal for the two years ending June 30, 2001, immediately met with scepticism from members of the Legislature, many of whom said they saw far more pressing needs in Maine’s education system. Maine is facing a $200 million backlog of school repair projects.

Size matters — small is good
Common sense tells us that when classes are small, students can learn more. Proposals to reduce class size have become increasingly popular with educators, parents, and politicians; but research proves that the idea is more than just popular, says a National Education Association, USA, report. Studies support what teachers have always known: small classes mean better education, and now a new wave of findings reveals that students in smaller classes under test projects continue to outperform their peers in larger classes. Besides the conventional route of joining the Indian Navy via the National Defence Academy (NDA) exam and the Combined Defence Services Exam (CDSE), you can seek admission to the Naval College of Engineering, Lonavala after completing Class XII. Successful candidates are granted permanent commission in the engineering and electrical branches of the Indian Navy as Technical Officers.

Eligibility: Unmarried males between 16-19 years; 10+2 (70% agg) in PCM and 50% marks in English either in Class X or XII.

Selection: Written test, SSB interview/test followed by medical examination.

On selection you will undergo a 6-month Naval Orientation Course at the Naval Academy. Goa, followed by 4 yrs engineering course at the Naval College of Engineering, INS Shivaji, Lonavala. On completion of the course, a BTech is awarded by the Jawaharlal Nehru University.

One such step is the opening of a Department of Astrology by the Potti Sreeramulu Telugu University, Hyderabad 500004, which offers PG Degree and diploma course in astrology (both regular and correspondence). It also offers a Certificate course in astrology. The department is planning to introduce a PG diploma in astro-medicine (Jyothirvaidyam).

What is the status of DOEACC courses in computers?

The DOEACC Society (an autonomous body of M/o Information Technology, Gol) conducts an established accredition and certification programme in computer education. Under the DOEACC Scheme, computer training institutes in the non-formal, i.e. private sector are given accredition for conducting specified levels of courses subject to meeting certain norms and criteria. Presently, over 600 institutes have been accredited. Four levels of (AICTE-approved) courses are offered under this scheme:

  • The O-Level, or Foundation Course, certifies your competence as an assistant programmer or equivalent level.
  • The A-Level, or Advanced Diploma Course, certifies a candidate’s skill as a programmer. Minimum duration: 1-yr.
  • The B-Level, or Graduate Level Course, is equivalent to BTech, MCA or MSc and attests to a candidate’s proficiency to work as a systems analyst or software engineer. (MCA degree is awarded by the GGS Indraprastha University, Delhi, to B-Level qualifiers who successfully clear a comprehensive 3-hour test).
  • The C-Level, or Master’s Level Course, is equivalent to MTech and certifies you as being fit for systems manager or equivalent post.

The ‘O’ and ‘A’-Level courses have been recently diversified and restructured to include recent state-of-the-art technologies. Top
