Helping wards of defence personnel
By V.P. Prabhakar

HARYANA is the only state in India which has established Sainik Parivar Bhavans and gives free facilities for vocational training to war widows, widows, ex-servicemen and defence personnel.

After the 1971 Indo-Pak war, the Haryana Government started a welfare scheme for war widows and their dependents through the Rajya Sainik Board under which a “War Widow” home (later on named as Sainik Parivar Bhavan) was started at Chhachhrauli in Yamunanagar district.

On the success of this scheme, other seven Industrial Training Centres (ITCs) of Sainik Parivar Bhavans (SPBs) were opened at Panchkula, Rohtak, Hissar, Rewari, Dadri, Jind and Jhajjar to give training to war widows, widows, wards of war widows, widows, ex-servicemen and serving defence personnel in computers, stenography in Hindi and English, and cutting and tailoring.

Lieut-Col Prakash Chander (Retd), Manager, Sainik Parivar Bhavans, says these courses are recognised by the Directorate General of Employment and Training, Government of India, Ministry of Labour. In addition, a one-year course in handloom is run at Chhachhrauli.

The main aim of Sainik Parivar Bhavans, an organisation working on behalf of the Rajya Sainik Board, is to impart training in these courses to war widows, widows, their children, children of ex-servicemen and serving defence personnel for a better life. So far 2629 students have been trained and this year 321 students are undergoing training in various ITCs of SPBs.

In addition, a number of career guidance courses are also run by SPBs. Six courses in a year are run in Bhiwani. A coaching course for preparation for the PMT/CET/BDS entrance test is run at Rohtak. A coaching course for category ‘B’ and ‘C’ posts and for the National Defence Academy entrance test is run at Sainik School, Kunjpura. A coaching course for admission to military schools, Sainik Schools and RIMC is conducted at Chhachhrauli.

Lieut-Col Prakash Chander (Retd) says that no fee is charged for providing vocational training in SPBs. Haryana is ahead of every other state in this.

The state government has also reserved seats in technical institutions for wards of defence personnel, ex-servicemen and their dependents, with three per cent reservation in the Moti Lal Nehru Sports School, Rai, 25 per cent in the Sainik School, Kunjpura, three per cent in ITIs, six per cent in B.Ed, four per cent in polytechnics, three per cent in laboratory technicians course, and three per cent in the nursing course.

Two seats are reserved in the deaf and the dumb, school for the Gurgaon, three seats in Rohtak Medical College, one in DAV Centenary Dental College, Yamunanagar, and four per cent in the engineering college.

As there is no building for the headquarters of the Sainik Parivar Bhavans earlier, one was constructed in Panchkula where a computer centre for girls was started.

It was inaugurated by the then Chief Minister, Mr Bansi Lal, on May 20, 1999. One hundred and fiftyeight girl students have been trained in computer courses so far and 20 students are under training in a one-year “computer operator and programming assistant” course in Panchkula for the session 1999-2000.

Before this building was constructed, the course was run in a rented building. Successful students are given a certificate.

Lieut-Col Prakash Chander (retd) says a new computer centre for 20 students with hostel facilities for boys has been started at Rohtak from this year. At present the computer centre is run in a hired building.

I am a student of Class XII. Could you please tell me about the job prospects after doing a BTech course in Dairy Technology.

Kiran, Patiala

Increased production of milk and milk products in India has opened up lucrative career avenues for dairy technologists. These specialists can seek employment both in the public and private sectors. Milk co-operatives (including the State Dairy Co-operative Societies) and federations provide ample scope. The job involves collection, production and processing of milk, quality control and even the manufacture and marketing of dairy products like cheese, butter, ice-cream, chocolates, milk foods, cream etc.

Amul, Mother Dairy, etc. are leading milk co-operatives in the country. There are several dairies and dairy development boards in the public sector where the pay and perks are as per government grades. The National Dairy Development Board (NDDB) and the state level dairy development co-operatives offer excellent pay packages for dairy technologists. In the private sector, Hindustan Lever, Vadilal, Nestle, Glaxo, Smith Kline Beecham, etc. are some of the leading companies that employ dairy technologists.

To begin with, dairy technologists are recruited as trainees and shift officers in dairy plants. They move on to become assistant managers and senior managers and even consultants to private enterprises.

While dairy farming can be a challenging career offering exciting prospects for the trained professional, those joining this field must be prepared to live in remote areas and roll up their sleeves and work hard.

After completing Class XII, I am interested in doing a Bachelor’s course in Library & Information Science (BLISc). Could you please tell me about the job opportunities available in this field.

Daljeet, Chandigarh

After your graduation in Library & Information Science, you have a wide choice of options to choose from. As a librarian, you will find openings in government and public libraries, universities and other academic institutions, cultural institutions, information centres, museums and galleries, photo and film libraries, besides companies and organisations with large information-handling requirements. With computerisation playing a key role in information management, there is scope for diversifying into hi-tech areas like systems analysis, research assistance, database operations and management, printing and publishing, documentation, corporate and even freelance consultancy, or information marketing.
