‘False cases against Cong men’ Chandigarh, November 6 In a statement issued here today the president of the party, Mr Bhupinder Singh Hooda, said the Chautala government had resorted to “undemocratic and repressive tactics” out of frustration over the
success of the November 2 bandh. The party has started a three-day dharna outside the office of the S.P., Ambala, from today to protest against the implication of a former Minister, Mr Nirmal Singh, and his associates in a dacoity case. Mr Hooda said his party men would sit in dharna outside the Jind Sugar Mill on November 19. Meanwhile, a secretary of the party, Mr Sat Pal Kaushik, has said that the people of Ambala are baffled over the registration of the dacoity case against Mr Nirmal Singh. He said the case was patently false because at the time of the alleged incident on November 2, Mr Nirmal Singh and Mr Brahm Pal Rana, general secretary of the Haryana Youth Congress, were participating in a rally organised by the party in connection with the bandh. Similarly, he said many of those who had been named in the FIR were either out of Ambala on that day or were participating in a procession taken out by the party in Ambala city. Mr Nirmal Singh told TNS on the telephone that the case against him and his associates was false. He said there were many independent eyewitnesses who saw him and his colleagues at the rally and the procession organised by the Congress on November 2 at the time when the alleged incident took place at the shop of a person, who, he said, was a “known police tout”. He alleged that he had been implicated because of political rivalry. |

Police search upsets people Ambala, November 6 A retired Army officer, residing in Housing Board, said that a posse of policemen arrived at his home and demanded to know the whereabouts of former Haryana Revenue Minister Nirmal Singh. “I strongly condemn the way the police personnel arrived at my home and asked questions. It is simply not done. They asked questions in a manner as if we are harbouring someone. If this is the way the police works then it puts a question mark on their functioning,” he said. Upset with the “misbehaviour” of the police personnel who were looking for former Haryana minister Nirmal Singh, the retired Army officer opined that the police had lost hope of cooperation from the local police. He said that he had spoken to a senior police officer who had assured that he would look into the matter. Meanwhile, the Congress today held a demonstration outside the office of the Superintendent of Police, Ambala, to protest against the registration of a case against Mr Nirmal Singh and a few others. Among others, Naib Kaur, Kiran Bala Jain, Sudershan Dua, Ashok Jain, Amarjeet Kaur Sodhi, Narinder Pal Singh, Bharat Ratan, Tarun Chugh, Neelam Sharma and Parminder Singh were present. The Congress leaders strongly criticised the registration of a case against Mr Nirmal Singh and a few others. They claimed that the case was politically motivated. “This case is a direct attack on democracy,” they said. The Congress is going to hold demonstrations tomorrow and on November 8. The demonstrators are likely to include Haryana Pradesh Congress Committee President — Bhupinder Singh Hooda, former Chief Minister Bhajan Lal and Congress MLAs. A city court today sent five persons who are accused in the alleged looting of a shopkeeper in Machhi Mohalla to judicial custody till November 20. |
Rathore’s bail plea rejected Ambala, November 6 Mr Rathore had filed the anticipatory bail application following the allowing of Ms Madhu Prakash’s application by the Special Magistrate for CBI cases in Haryana, seeking addition under Section 306 to the charge sheet filed by the CBI. The anticipatory bail application filed through counsel Ajay Jain stated that Ms Madhu Prakash had moved a “false and frivolous application” seeking the addition of a charge under Section 306 IPC to the charge sheet. The CBI had stated that it had thoroughly investigated the matter and no case under Section 306, IPC, could be made out against the applicant-accused. The material forming the basis of the application filed by Ms Madhu Prakash had already been examined and scrutinised twice by the high court and also by the apex court. Significantly, no prayer was ever made for registration of an offence under Section 306, IPC, nor did the courts consider it a fit case for inviting that provision, the application stated. The application further added that the matter had already been thoroughly examined by the CBI and it was found that there was absolutely no case made out under Section 306. “The court of Special Magistrate also concurred and did not issue summons under Section 306.” “A most crucial evidence belying the allegations against the accused-applicant is the police inquest report and the statements of the father, stepmother and other relatives of Ruchika. All of them have clearly stated that they have no suspicion against anyone at all. They have stated that the reason for the death of Ruchika is an overdose of certain medicines, which she was habitually taking. Now after more than eight years, one private party unrelated to the deceased has moved an application seeking prosecution of the accused under Section 306.” the application states. |
Address social issues, teachers urged Rohtak, November 6 Urging participants in the course not to take their role for granted, Prof Grewal said the present status of English studies in India called for developing a counter-ideology. He lamented that career advancement had taken precedence over social
commitment. He opined that English studies should promote Indian culture and be relevant to social change and democratic norms. Prof Grewal urged teachers to analyse their role and not surrender to cynicism. As many as 58 participants from Haryana, Delhi, Uttar Pradesh, Punjab and Maharashtra participated in the refresher course which commenced on October 15. Meanwhile, a UGC refresher course in defence studies started in the university today. The 21-day course will continue till November 26. The subject of the course is “India’s security in the 21st century; challenges, opportunities, management and directions.” Speaking on the occasion, Prof Rajendra Prasad, Head, Defence Studies Department, Deen Dayal Upadhyaya University at Gorakhpur in Uttar Pradesh, said a multi-dimensional approach towards national security was the need of the hour. In his inaugural address, Prof Prasad said the geo-political aspect of security was very important. He also threw light on the technological framework of security. Twentyfive participants are taking part in the refresher course. |
Phone exchanges commissioned Kaithal, November 6 This was stated here last evening by the General Manager, Telecom, Mr C.S. Kataria, while addressing mediapersons. He said telephone exchanges with a installed capacity of 1,500 lines and 500 lines had been commissioned at Gharaunda and Basthali, respectively, in October and a total of 1,915 connections had been provided. A new mobile van system for the collection of bills at Nissing, Tarawari, Gharaunda and Samalkha had been introduced. He said there was a proposal to open two exchanges at Rattak and Arnauli and a new 1.5 K RSU would be installed at Pehowa Chowk in Kaithal during this financial year. Efforts were being made to provide telephones on demand in the Kaithal exchange area by March 2002. |
Chautala: fifty substations under construction Yamunanagar, November 6 He said about 50 substations were under construction in the state. “With a view to providing reliable power supply to people, 150 feeders of 11 kv are being rehabilitated and the existing capacity of 30 substations is also being augmented” he said after laying the foundation stone of a 66 kv substation at Talakaur, near here. He said the proposed works would improve the power situation and would be completed over the next 15 months. He said 510-km new transmission lines had been erected. Earlier, the Chairperson of the Haryana Power Utilities, Ms Meenaxi Anand Chaudhary, said the government would spend nearly Rs 12 crore to strengthen the distribution system in this district during the current financial year. The Managing Director of the Haryana Vidyut Prasaran Nigam, Mr Samir Mathur, said the 66 kv substation at Talakaur would be constructed at a cost of Rs 3.36 crore. “Another substation at Yamunanagar-Jorian will be completed by June next at a cost of Rs 25 crore,” he added.

Haryana Sikhs seek separate SGPC Karnal, November 6 The meeting, presided over by Mr Jagjit Singh Virk, resolved to approach the Gurdwara Judicial Commission for a proportionate share of income from the Haryana Gurdwaras and appointment of local staff for the management of gurdwaras in Haryana. The executive felt that a separate SGPC should be set up on the pattern of Delhi, Patna Sahib and Nanded Sahib. The meeting condemned the sacrilege of Guru Granth Sahib. It resolved to urge the state and Central governments to bring the culprits to justice. |
Jawan cremated with honours Yamunanagar, November 6 Troops reversed their arms to pay respect to the martyr. Mr Chautala announced that the road leading to the village would be named after the martyr and his daughter would be recruited in the Haryana police as per the wishes of the martyr. Hundreds of local residents gathered at the cremation ground. |

SDM suspended Chandigarh, November 6 Official sources said that Mr Ichhopujani was put under suspension, with effect from the day of his arrest, under rule 4(A)2 of the Punjab Service Rules. The sources added that a provision in the service rules made the suspension of a government servant, kept in police custody for more than 48 hours, mandatory. Mr Ichhopujani had worked as SDM(Civil) in Gurgaon when Mr Devender Singh, now Deputy Commissioner (DC) of Karnal, was posted as DC, Gurgaon during 1996-98 period. |

Army man found unconscious on train Ambala, November 6 Sources said the soldier has been admitted to the military hospital. He is believed to be on leave from October 26 to December 24. The soldier, who apparently hails from Darala, was found unconscious in a second-class compartment of the train. The
officials concerned are waiting for him to regain consciousness so as
know the cause of his falling unconscious. It is also not known
whether he was carrying any luggage. |
