Congress observes ‘dhikkar divas’

To protest against the hike in electricity tariff, the Congress observed “dhikkar divas” throughout Himachal Pradesh today and held marches and rallies against the “anti-people” step of the BJP-HVC combine government.

Party activists demanded that the power hike should be withdrawn immediately as it had badly hit people.

The party activists led by the PCC chief, Ms Vidya Stokes, submitted a memorandum to the Governor against the hike. Thakur Ram Lal, former Chief Minister, was also among those who participated in the rally held before proceeding to the Raj Bhavan, where the memorandum was presented to his Private Secretary as Dr Suraj Bhan was out of the town.

The memorandum said the Congress would resist the tariff hike. The Congress would review all anti-power decisions of the present regime after coming into power.

It alleged that the government was helping affluent people and big industrialists and burdening the poor. This was the third hike in power tariff by the government.

The memorandum said there was no justification in hiking the tariff and the losses of the HPSEB could have been met by plugging the transmission losses and tackling overstaffing.

SOLAN: Activists of the District Congress Committee (DCC) took out a march and later staged a dharna in front of the Deputy Commissioner’s office here on Saturday. They were protesting against the recent hike in the power and water tariffs and the imposition of 12 per cent sales tax on fertilisers.

Veteran Congress leaders Gian Chand Tutu, K.D. Sultanpuri and Major Krishna Mohini along with office-bearers of the DCC and various Congress forums presented a memorandum to the Deputy Commissioner for forwarding it to the state Governor, Mr Suraj Bhan.

DHARAMSALA: Senior Congress leaders and party workers of Kangra district today held a protest rally against the hike in power tariff and other anti-people decisions of the state government.

Party workers led by the Kangra District Congress Committee chief, Mr M.R. Goma, held a protest rally and staged a dharna outside the office of the Deputy Commissioner.

The leaders, including the party MLA, Ms Viplove Thakur and Mr G.S. Bali, the former ministers, Mr Vijai Mankotia, and Mr Kewal Singh Pathania, submitted a memorandum to the Deputy Commissioner.

Addressing the party workers, Mr Goma said contrary to the claims of the state government to make Himachal Pradesh a power state, a steep hike had been made in the power tariff for the third time since the formation of the BJP-HVC government.

He said all decisions of the state government, including hike in water charges and user charges in hospitals, were anti-people. All these basic amenities should be provided to the common man at the cheapest possible rate, he added.

UNA: A large number of Congress workers of the district held a demonstration in the town today in protest against the increase in power tariff. Mr Varinder Dharmani, president Congress Committee, said the workers staged a dharna on a road in the town.

Mr Dharmani said Mr O.P. Rattan, former MLA, senior general secretary of the committee, Mr Avinash Kapila, Mr Jag Roop Singh, member, Zila Parishad, Mr Rakesh Kalia, members HP Pradesh Congress Committee, Ms Satya Rana, President, District Women Congress, Ms Krishna Devi Bijlo, member, zila parishad, Ram Gopal Saini, general secretary, District Youth Congress, took part in the demonstration and dharna.

No more direct ASIs in HP

The Chief Minister of Himachal Pradesh, Mr Prem Kumar Dhumal, today announced that the state government had decided not to make direct recruitments for the posts of ASIs and Inspectors in the state police department to provide more promotion avenues as these posts would be filled up by departmental promotions in future.

Mr Dhumal announced this while speaking at the concluding ceremony of the 41st Himachal Pradesh Annual Police Sports and Duty meet that was held in the historic Nahan Chowgan. The Chief Minister said the government had also decided to allow the department to purchase 47 vehicles and 26 motor cycles.

Earlier, the Chief Minister inaugurated a unit of Green Valley Frozen Foods Limited which had been established jointly with the 26 per cent share of state Agro Industries Corporation.

On this occasion Mr Dhumal announced that more processing plants would be installed in the state so that farmers get good return on their produce.

The Chief Minister distributed prizes among the sportsmen of the police department and announced Rs 2 lakh for the development of the Nahan Chowgan and Rs 1 lakh for the sports activities.

Governor lauds role of Red Cross society

The Himachal Pradesh Governor, Mr Suraj Bhan, today lauded the role of the District Red Cross Society here for adopting various measures to mitigate the sufferings of the poor, old and ailing people.

Inaugurating a two-day Red Cross fair in the Seri Pavilion, Governor, who is also the president of the Himachal Pradesh Red Cross Society, advised the organisers to float a revolving fund which would ensure regular flow of income to the society to carry out its welfare activities.

He advised the officials associated with the Red Cross not to use coercive measures while raising funds. Voluntary donations should be promoted. The Red Cross donation boxes at key places could also prove useful, he added.

The Governor was handed over the keys of an ambulance car for the remote Karsog subdivision. Prizes were distributed to officials who did outstanding work in raising funds for the society.

Earlier, reading the progress report of the society, the Deputy Commissioner, Mr Jagdish Sharma, said the society had given financial assistance to the poor patients to the tune of Rs 6,23,447 during the current financial year. A sum of over Rs 12 lakh had been contributed to the state ailment fund for those living below the poverty line, he added.

Scrap power regulatory panel: union

The HPSEB Employees Union has demanded that the State Electricity Regulatory Commission, which has reduced power tariff for the industry, should be scrapped.

The general secretary of the union, Mr.Chander Singh Mandayal, addressing a rally of the employees of the HPSEB here yesterday, said that the commission had given a bonus to industrialists by reducing the tariff for the sector to Rs 1.90 per unit against the existing Rs 2.70. He demanded that bonus be released for the C and D category employees and electricity allowance be increased on the pattern of the PSEB.

Earlier, Mr Yashpal Sood was elected president of the local visit of the union. He defeated Mr Laiq Ram Thakur with a margin of 177 votes.

Among others elected were Mr Dharam Chand Thakur (senior vice-president),Mr.Uma Dutt Sharma, Mr Yogesh Sharma, Mrs Subhadra Sharma and Mr Tej Singh (vice-presidents), Mr Kula Ram Sharma (secretary) and Mr Kameshwar Sharma (finance secretary).

All were administered oath by Mr Chander Singh Mandayal.

Crime against women on rise: Judge

Mr Justice C.K. Thakkar, Chief Justice of the High Court of Himachal Pradesh, has stressed on the as need of equality and change in thinking towards women in all spheres of society.

Speaking at the inauguration of the judicial colloquium on “Gender and Law”, by National Judicial Academy in collaboration with the British Council, India, and in partnership with the High Court of Himachal Pradesh, the Chief Justice said that training of judicial officers in gender and law is important to combat gender bias and hoped that deliberations would prove educative for the participants.

Welcoming the participants, he said the number of cases of sexual harassment and dowry deaths were on the increase, but conviction rates were poor. He said that discrimination in matter of inheritance despite the passing of the Hindu Successions Act existed. Despite the availability of police stations and courts, a large number of cases of sexual harassment were not reported.

Ms Aruna Kapoor, Judge, Industrial and Labour Tribunal, said that realising the sincerity about the gender bias existing in the criminal justice system, a training project was undertaken between 1996 and 2000 in which 43 district and sessions judges were trained in India and the UK to become key resources in the development of gender and law training programme for judicial officers.

She said that three-day programme would cover topics on appreciation of evidence with gender perspective in criminal judicial system, violence against women and child abuse, domestic violence and sexual harassment at workplace, property rights, inheritance and maintenance.

School teachers threaten stir

Opposing the state government’s move to amend the Recruitment and Promotion Rules, the Himachal Pradesh School Lecturers Association, has threatened an agitation if its interests are harmed.

In a statement issued here yesterday the Association, said that the proposed amendment in the R and P Rules, would be detrimental to the interests of school lecturers, barring certain categories. Demanding 20 per cent direct recruitment to the posts of principal, it said that the existing ratio must be maintained.

Press Secretary of the Association, R.K. Prashar said that seeing indifferent attitude of the government towards its demands and problems a meeting of the Executive Council of the association would prepare future strategy.

He also warned the government against entertaining certain fake leaders, who had formed a separate front, for undue benefits from authorities. He added that the main demands of the lecturers was immediate withdrawal of undue seniority benefit to ex-servicemen, separation of the plus two system from the directorate and 20 per cent direct recruitment of principals of Senior Secondary Schools.

Mahaseer yield at Pong dam up

The production of mahaseer fish at the Pong dam has gone up.

The state Fisheries Department had taken a number of steps to increase the production of mahaseer, which is becoming extinct in other parts of the country. During the last financial year, fish worth Rs 2.40 crore was caught from the Pong dam.

According to the Director, Fisheries, Dr Kuldeep Sharma this year 232, tonnes of mahaseer had been caught, till October 31. The fishermen had been asked to use big fishing nets so that smaller fish, weighing less than 1 kg, were not caught. Moreover, to increase the production of mahaseer, the department had discharged 20 lakh fingerlings in the water body.

About 1600 fishermen, under 15 fisheries cooperative societies, were involved in the occupation. Besides, the Pong dam, was also the only place in India, where mahaseer is found in such a large quantity, a major attraction for anglers.

Security firms dupe youths

A case of fraud involving an employment agency has come to light here. A private security agency opened an office here in August, promising jobs to youths in industrial units of the area. Two persons, Jarnail Singh and Nek Singh, who had opened the office, are said to have fled after collecting thousands of rupees from unemployed youths on the pretext of getting them jobs.

The candidates were asked to submit their applications to the agency along with a registration fee of Rs 5,000. As many as 200 job-seekers, some from different places such as Una, Shimla Hamirpur, Kalka, Pathankot, Chamba, Jalandhar and Solan, submitted their applications to the agency. It is learnt that the agency had given fake addresses and telephone numbers of its other branches at several places. The telephones numbers were found to be those of public call offices (PCOs) at those places.

Another agency, went a step further and put some of the youths in jobs after collecting money from them. But these persons were not paid anything even after working as security guards in some industrial units for some months. It was later learnt that the security agency had not entered into any agreement with the industrial units for providing them with security.

The men who had applied to the security agency got another shock when the addresses of their offices provided by the agency were found to be fake.

“Probe” felling of 1400 trees

The General-Secretary of the HPCC, Mr G.S. Bali, today demanded an inquiry into the alleged felling of 14,00 trees by a private company at the site of the Malana Power Project in Kulu district.

Talking to mediapersons here today, he said while a commoner was not being allowed to cut even a single tree, big private companies were plundering the forest wealth of the state. The state government had failed to take any action in this regard.

Mr Bali said, “All directions of the Supreme Court, the Centre and the state government were given a go-by by the Bhilwara group. Which is executing the Malana Power Project. The government must order an inquiry and suspend officials involved,” he demanded.

Three get notices in gang-rape case

Mr Justice R.L. Khurana of Himachal Pradesh High Court today issued notices to show cause why in the event of their conviction being maintained under Section 376 of the IPC not be enhanced to rigorous imprisonment for five years.

A minimum sentence of 10 years has been prescribed for the offence under Section 376 of the IPC.

These notices were issued on the appeal filed by three accused Narinder, Saurav and Davinder who were alleged to be involved in a gang-rape case.

The three accused upon having been convicted for the offence punishable under Section 376 of the IPC and Section 3 of the S.C.S.T. Prevention of Atrocity Act and on having been found to have committed the gang rape have been sentenced to undergo rigorous imprisonment for five years by the Sessions Judge, Kangra, on September 18.

According to the prosecution, all three accused had allegedly committed rape with prosecutrix on July 7 at Biara village, Kangra district.

It is also alleged that the prosecutrix is a Haryanvi girl.

189 handicapped take part in fest

Physically challenged children from various parts of Himachal Pradesh took part in the second annual festival for them at Bishop Cotton School here today.

Mrs Pratibha Singh was the chief guest of the sport event which were designed to cater to the individual needs of each child belonging to the partially and totally visually handicapped, hearing impaired, mentally and physically handicapped children. As many as 189 handicapped children from various schools of Shimla, Mandi, Solan, Nahan, Dharamshala, Bilaspur and Mashobra participated in the festival.

H.L. Kapoor is IGMC Principal

Dr H.L. Kapoor has been appointed Principal-designate of Indira Gandhi Medical College (IGMC) here.

Dr Kapoor, who is Head of the Radiotherapy Department in the IGMC, will replace Dr R.C. Sharma, who retires from the post of Principal on November 30.

Dr Kapoor has done a lot of modernisation in the Radiotherapy Department during the past few years.

Villager jumps into well, dies

Kangra, November 10
Niko Ram (58) of Muhal village under Dheera police in this district yesterday jumped into a well at Muhal village and died, the police said.

Additional District Police Chief N.D. Sareen said that Niko Ram said to be mentally upset jumped into a well in his native village yesterday and died. His body was recovered and sent for a post-mortem examination. The police is investigating his death.
