VC vested with ‘unbridled’ power Kurukshetra, November 12 This decision virtually provides veto power to turn down selection of college teachers if it did not suit the “whims” of either the nominee of the Vice-Chancellor or the Director, Higher Education (DHE). The decision has raised many an eyebrow. Representatives of some managements of privately managed
affiliated colleges told The Tribune that the role of managements in selections to different posts in the teaching departments had been made “redundant”. Henceforth, the managements would not be able to appoint any teacher of their choice, however, meritorious he or she might be. One representative who did not want to be identified even alleged that this would open “a Pandora’s box of corruption in selections as it would restrict the selection to only two channels. It is learnt that when the resolution was being debated and passed, Mr R.K. Chauhan, Principal of DAV College, Ambala, raised objections. The varisty’s plea was that as the state government met 95 per cent of the salary bill of college teachers in affiliated colleges, it had every right to select candidates of its choice. Mr Chauhan said the state government only met the salary bill. Other contingency and sundry expenses were met by the college managements. Furthermore, the managements had raised crores of rupees from the public or infrastructural facilities, he said. The decision would also lead to indiscipline in colleges as any teacher selected purely on the recommendations of either the Vice-Chancellor or the DHE would not be amenable to “discipline and authority of the management.” Politicians would enjoy “unbridled” freedom to select teachers of their choice as the Vice-Chancellors “were amenable to political pressure”. The corollary would be to fill college seats with persons having political affiliations whenever any political party was in power, some educational experts said. A senior member of the executive committee pointed out that the Haryana Government had accepted the guidelines of the UGC relating to the selection of teachers “in toto”. The new resolution would amount to violation of those guidelines which were operative throughout the country. |

session a farce: Hooda Chandigarh, November 12 Party President Bhupinder Singh Hooda, who had demanded a special month-long session to enable elected representatives to highlight problems of the people of the state, said here today the government first shortened the session to four days, then further curtailed it by two days. He said in Parliamentary democracy it was the Opposition which staged walkouts from the House to protest against something. But in Haryana, it was the INLD government which virtually walked out of the Vidhan Sabha by curtailing the session. He said it was wrong to say that the House had no business to conduct. There was an important notice given by the Congress for the removal of the Speaker. If the session had continued for four days, as was planned originally, the House could take up the Opposition motion against the Speaker. Mr
Hooda said the Congress had given the notice against the Speaker
because Mr Satbir Singh Kadian’s role inside the House was not
impartial. Every move of the Opposition by which it could highlight
the people’s problems were being thwarted by the Speaker by using
his authority injudiciously. The Speaker even defeated the purpose of the no-confidence motion moved by the Opposition against the government by allowing only a two-hour debate on it. The purpose of a no-confidence motion, he said, was not always to topple the government. It was a device used by the Opposition to highlight the failures of the government on various fronts. But, he regretted, the Opposition had been gagged in the Haryana Vidhan Sabha. Meanwhile, a general secretary of the Haryana Congress, Mr Chakravarty Sharma, has criticised the INLD leadership for overlooking the established traditions. He
said normally the House was adjourned after obituary references in
case of the death of a sitting MLA, but the INLD leadership showed
little respect to such traditions while paying tributes to Dr Jai
Prakash Sharma, a sitting MLA from Yamunanagar. Far from of adjourning
the House for the day, the Government did not bother to adjourn the
House even for 20 minutes. |
“Hooda

November 12 In a statement here today Mr Krishan Murti said his conclusion on Mr Hooda was based on the fact that the Congress president did not raise even a single issue in the just concluded winter session of the State Vidhan Sabha, though he (Mr Hooda) himself had demanded the convening of the Assembly. Mr
Krishan Murti, who was a Minister in the Bhajan Lal Ministry, accused
Mr Hooda of being ignorant of the problems of farmers and other people
of Haryana because “he spends most of his time in Delhi, trying to
save his post”. He also accused Mr Hooda of shielding the former
Tripura Governor, Mr Sultan Singh, who was facing a disciplinary
action by the AICC for hobnobbing with Mr Chautala. He said it was
people’s impression that Mr Chautala would remain in power till Mr
Hooda headed the Congress in the State. He said only Mr Bhajan Lal,
who had emerged a strong Congress leader in the State after organising
successful public meetings in Bhiwani and Faridabad, could dislodge
the INLD Government in the state. |
Minister asks students not to run after jobs Rohtak, November 12 Addressing the tenth convocation function of Maharshi Dayanand University here today, he urged academicians and educational planners to be visionaries to foresee the requirements of future. The Union Minister called upon the new graduates to shun the beaten path of job-seekers and pool their energies and resources to become ‘entrepreneurs’ as “today is the day of entrepreneurs”. Education should and must equip students with skills which would create demand for them in the job market and said that universities and educational institutions should be
relevant to the needs of industry and build a pool of trained personnel to suit the requirements of market. Mr Goyal said educational institutions had a major role to play in the social uplift and nation building. He opined that
education should train young minds about the rich Indian heritage, ancient cultural traditions, sense of Indian history and evolution of modern India. Knowledge emanating from the wisdom of Vedas, Upnishads, Bhagwad Gita and
ancient scriptures would guide them to meet squarely the challenges of Indian nation. Mr Goyal expressed concern over the growing menace of terrorism in the world which was threatening to rupture the established civilised order. He also talked about the socio-economic problems plaguing the nation. But, he believed, “the determined will of the Indian nation will ultimately triumph over these socio-economic problems.” The today’s convocation was the third in the past twelve months and second in the current year (2001). Mr Goyal in his address praised the achievements of women
especially in academics. He said that girls were out-performing boys these days. Earlier in his welcome address, the Vice-Chancellor highlighted the progress made by the university in various fields, especially its achievements in academic, cultural and sports. The Haryana Governor and Chancellor of the university, Babu Parmanand awarded 55 Ph.D degrees in the convocation. The Chief Minister, Mr Om Prakash Chautala presented gold medals and merit certificates to 72 toppers. The Vice-Chancellor awarded 411 postgraduate degrees on the occasion. |

Campaign on power reforms launched Sonepat, November 12 He said at least 2000 road shows would be organised at all district headquarters and state capitals at the initial stage with the participation of senior officials from the Union Ministry of Power, Central Electricity Authority and the public sector undertaking such as PFC, PGCIL, NTPC, and NHPC under the Union Ministry of Power. He also stated that the Union Power Ministry was committed to provide electricity to all villages in the country by 2007. A road show was organised on the occasion. During the road show, presentations on power sector development, the need for energy conservation, curbing of power thefts, recent initiatives and efforts made by the government were the main attraction. |
Healthcare schemes on anvil: Ranga Rewari, November 12 Giving details at a press conference
here today, the Haryana Health Minister, Dr M.L. Ranga, said the department was introducing a new health card scheme under which every member of a family would be issued a health card after his/her medical check-up. The card, which will contain vital information about an individual’s health, will come in handy at the time of medical treatment etc. The scheme, he said would be initially launched in the Mewat region of the state, shortly. Expressing concern
over the rise in the number of road accident in the state, Dr Ranga said the government planned to construct fully equipped trauma centres with Central assistance on the Jaipur, Sirsa, Agra and Karnal highways to provide prompt medical aid to the accident victims. A trauma centre on the Karnal highway was now under construction, he added. Besides, under its recently launched-mobile dispensary schemes, as many as 16 mobile vans, with a man and a woman doctor and all essential medicines, have also started functioning in certain blocks of the state. In done course, each blocks in the state would be provided with two such mobile dispensaries for the beautiful of the ruralities. The minister further said that while AIDS counselling centres, under the supervision of a nodal officer, had already been set up in all district, the government was introducing AIDS, education from in higher and senior secondary schools at Rewari, Gurgaon, Bhiwani, Kurukshetra and Faridabad districts on an experimental basis. Besides tele counselling centres had also been opened at Yamuna Nagar, Ambala, Faridabad, Sonepat and Gurgaon district for the benefit of all such patients. Dr Ranga said the government was giving special attention to the prevention of tuberculosis for which special centres had been set up at Sonepat, Gurgaon, Faridabad, Rewari and Karnal district. |

The quiz contest evoked great interest among the students. In his presidential address. Prof V.K. Puri, Vice-Principal of the college, highlighted the major achievements of the UN since its inception. The function was conducted by Prof Vinay Malhotra.
*** The efforts of the district administration to check mosquitoes seem to be having an effect in Ambala City and Ambala Cantonment. Fogging is being done regularly in different parts of Ambala. The Deputy Commissioner, Mr D.D. Gautam, said that besides fogging in urban areas, steps had been taken to eradicate mosquitoes in the rural areas. He said that there had been a palpable difference since the time fogging had been introduced
