Taken aback by the CBI raids on the house of the Deputy Commissioner, Karnal, and two HCS officers in connection with the alleged renewal of arms licences of non-existent persons, the Haryana Government today cracked a whip on all those employees who had been occupying what are known as “public-dealing posts” in order to curb corruption in the field offices.

The sale of the government-run lottery tickets has almost been doubled as the police has intensified campaign against the menace of gambling in the district.
The Senior Superintendent of Police, Mr Atar Singh Ahlawat, told The Tribune here today that the sale of lottery tickets has increased from Rs 20.88 lakh in September to Rs 35.55 lakh in October.

Taken aback by the CBI raids on the house of the Deputy Commissioner, Karnal, and two HCS officers in connection with the alleged renewal of arms licences of non-existent persons, the Haryana Government today cracked a whip on all those employees who had been occupying what are known as “public-dealing posts” in order to curb corruption in the field offices. 

The government today issued orders to all divisional commissioners and deputy commissioners(DC) to immediately transfer certain categories of employees in the offices of the DC, subdivisional officers (SDO) and tehsils. 

The Financial Commissioner, Revenue, today issued urgent orders asking the divisional commissioners and the DCs to send a compliance report to the government within three days. 
The government has asked the DCs to shift passport licence assistants and passport licence clerks in their offices, while in the SDOs’ offices, the whip has been cracked on motor vehicle licence clerks, motor vehicle registration clerks and arms licences clerks. 

Similar action will be taken in respect of registration clerks in tehsils. According to informed sources, this action has been taken following a discussion at a meeting of the DCs, which was presided over by the Chief Minister, Mr Om Prakash Chautala, here on November 11. The discussion revolved around why the inspection of field offices by the DCs had become ineffective. The sources say when the Chief Secretary, Mr L.M. Goyal, initiated the discussion, perhaps he had at the back of his mind the response of the Deputy Commissioner, Karnal, that he was in no way responsible for the issue or renewal of controversial arms licences by the SDOs working under him. 

Both Mr Goyal and the Principal Secretary to the Chief Minister Mr S.Y. Quraishi, regretted that the old trusted system of inspection was not being followed in the field offices. Even the inspections which were carried out were merely eyewash, done in a casual way only to meet the targets necessary to depict in the annual confidential reports of the inspecting officers.

The sources say it was pointed out that irrespective of the political character of the government, certain persons always managed to occupy “public-dealing posts” in the field offices. If a DC did transfer them these employees used their contacts, cultivated over the years, to come back to the same posts. It was also pointed out that in many cases those who had passed the departmental registration clerk examination, were not been given these posts, to accommodate unqualified persons.

Mr Chautala is believed to have told the DCs that since the administration was being run by them in the field, it was primarily their responsibility to ensure that unscrupulous persons were not allowed to occupy plum posts.

The sources say it was on the instructions of the Chief Minister that the Financial Commissioner, Revenue, issued the orders on the eve of Divali.

The government has also directed that only those employees whose service record is “very good” and enjoy a good reputation among the public should be given plum posts. Only those employees who have cleared the departmental registration clerk examination and whose integrity is beyound doubt will be posted as registration clerks in tehsils. However, where such employees are not available, persons of high integrity will be given the responsible jobs.

The newly appointed clerks will be personally responsible for scrutinising all papers coming to them and if any irregularity is found, strict action will be taken against them. It has also been made mandatory to obtain the witness of the nambardar of the village concerned on land registration papers.

The government has also decided to regularly conduct the departmental registration clerk examination in future.

Lottery catches people’s fancy

The sale of the government-run lottery tickets has almost been doubled as the police has intensified campaign against the menace of gambling in the district.

The Senior Superintendent of Police, Mr Atar Singh Ahlawat, told The Tribune here today that the sale of lottery tickets has increased from Rs 20.88 lakh in September to Rs 35.55 lakh in October. The police has registered over 260 cases under the Gambling Act. The recoveries made by the police on the gambler dens has totalled over Rs 4 lakh.

The sale of government-run lottery tickets was merely Rs 60,000 in May last, Mr Ahlawat said. The campaign launched against the gamblers and subsequent rise in sale of lottery tickets has been appreciated by the government also.

Mr Ahlawat told that the crime in the district was totally under control. Elaborate police arrangements have been made to meet any situation on Divali, he said.

He said that October 12 was a crime free day in the district. This is perhaps for the first time in the history of the district that not a single case was reported from any police station on Monday. It is interesting to know that most of policemen were performing VIP duty yesterday because of the convocation of Mahrishi Dayanand University.

It is surprising that there was no sale of lottery tickets in the districts of Hisar, Sirsa, Fatehabad and Bhiwani till June, because of large-scale “satta” going on in these areas. The matter was discussed in the meeting of Deputy Commissioners and Superintendents of Police held in that month. The Chief Minister had reportedly stressed upon the district police chiefs to make all out efforts to check “satta” in their respective jurisdictions.

The sale of lottery tickets in Kaithal, Jind, Rewari and Narnaul, however, had progressed well as it had gone up from zero to 96,20,12 and 20 lakh, respectively. The sale of lottery tickets in Karnal and Panipat, however, was almost static in comparison to last year’s figures.

Mr Ahlawat further claimed that following a drive against bootleggers and smugglers, the sale of liquor from authorised vends have registered an abnormal increase. The sale of country and IMFL liquor has gone up from Rs 8 lakh to Rs 18 lakh in October, he said.

The incidence of murder, however, have increased in the district. This has happened because of gang war between criminal groups, says Mr Ahlawat. As many as 52 murders were reported till November 12 from various police stations as against 33 in the corresponding period last year. There is, however, a sharp decline from 47 to 20 attempt to murder cases, he said.

Poverty, ignorance ‘root cause of terrorism’

“Terrorism can be eliminated from the earth if world community makes sincere efforts to eliminate poverty and ignorance and a new economic order emerges where compulsions of survival with dignity do not allure or force a person to join the ranks of terrorists. American action in Afghanistan, if succeeds, may check terrorist acts by the Taliban for some time but can neither check these forever nor control terrorism at the global level.” These observations were made by Prof P.D. Sharma, Chairman Department of Political Science, Kurukshetra University, Kurukshetra. He was speaking in the symposium on “Terrorism and Afghanistan Crisis”, organised by the Department of Political Science. Professor Sharma pointed out that terrorism was a natural outcome of the growth of neo-imperialism.

Participating in the symposium Dr Leela Yadava expressed that US was against the Taliban had been given the semblance of a war on terrorism at a global level, but the trends indicated that it was purely on American war to win back its prestige.

Dr R.S. Yadav highlighted the economic implications of the Afghan crisis on India. According to him the war in Afghanistan had affected the US economy which would have bearing on India.

Dr Saroj Malik said to eliminate terrorism one should trace reasons for its perpetuation. Death of Bin Laden or counter-terrorism by America was not a solution to the problem. To eliminate terrorism there was a need for proper human development, organic unity between man and society compatibility between rights and duties, rational arrangement between private and public interests and enhancement in the feelings of fraternity.

Conference of Dalit students on Nov 23

The Ambedkar Students Front of Maharshi Dayanand University has decided to take up the long-pending problems of Dalit students of all four universities and affiliated colleges in the state in an effective manner.

Mr Ashok Arya, president of the front, said here today that a state-level Dalit students’ conference would be organised here on November 23. The Governor, Babu Parmanand, would be the chief guest and Mr Ajay Singh Chautala, MP, would be the special invitee to the conference. The Vice-Chancellors and the former Vice-Chancellors of the four universities would also attend the conference to discuss various issues, he added.

The Dalit student leader demanded that the facilities being given to the students of Kurukshetra University be provided to the students of MD University.

Project to promote Urdu

The Haryana Urdu Akademi is undertaking an innovative project to acquaint students of senior secondary schools and colleges with the history and richness of Urdu.

Disclosing this here today the Secretary of the Akademi, Mr Raminder Jakhu, said a book had been brought out by the Akademi designed in Devanagari script titled “Urdu Ek Nazar Mein” to develop among students an aptitude for the language. The book also contains information regarding the history of Urdu writers, their works, popular couplets, introduction of ghazal, nazam and a brief dictionary of Urdu and Hindi words. He said so far 300 such books had been distributed among students of Government Colleges of Kalka, Panchkula and Barwala.

Mr Jakhu revealed that the Akademi had also decided to hold ‘Urdu quiz competition on the basis of information contained in the book. First such competition would be held on November 22 at Government College, Barwala. The Principal Secretary to Chief Minister, Dr S.Y. Quraishi, will be the chief guest while Commissioner and Secretary, Education Mr P.K. Chaudhary will preside over the function.

Scribe booked in another case

The police today conducted a raid on the house of Satish Kumar, Editor of a local Hindi daily and booked him in a case of cheating.

He was earlier arrested by the police on August 18 after a case of extortion and fraud was registered against him and a few others on charges of getting advertisement from Huda office here by showing inflated false circulation figures of his paper.

He, however, alleged that the police was harassing him and trying to implicate in a false case.

The SSP, Mr Ranbir Sharma, when contacted said the police team might have gone to search his house in connection with a case booked under Sections 420, 467 and 471 of the IPC recently. He said the case had been booked on a complaint lodged by a printer of Delhi, who had claimed that his name was ‘fraudulently’ used in the print line of his papers.

The SSP denied that the police was victimising Satish Kumar.

Haryana Secretariat to be on network

The Haryana Civil and New Secretariat buildings situated here will be on network and all branches, officers will be provided access to network alongwith e-mail and Internet facilities. The bandwidth of Single Channel Per Carrier (SCPC), Very Small Aperture Terminal (VSAT) has been doubled from current 128 KBPS to 256 KBPS to improve e-mail and Internet access services to all nodes, connected over the Secretariat LAN.

A spokesman of Haryana Secretariat for Information Technology, stated this here today. He said that the e-mail and internet services were being provided 24 hours. Necessary firewalls and security checks as recommended have been installed.

The spokesman added that the Internet functioning in both buildings was linked with wireless Radio Frequency link from NITPU, Sector 8, Chandigarh. One independent SCPC (Single Channel Per Carrier) VSAT (Very Small Aperture Terminal) of 128 KBPS speed was installed in Haryana Civil Secretariat for official e-mail services on Domain Name Server (DNS) “hry.nic.in”, local database web server for “Haryana.nic.in” and Internet access services at Haryana Civil Secretariat.

Solution to teachers’ problems sought

The All-India Federation of University and College Teachers Organisation has taken a serious note of the “anti-education policies” being pursued by the Centre and state governments. Prof Harbhajan Singh, newly elected zonal secretary of the federation, said here today that they had demanded immediate solution to the problems of teachers of Bihar and Jharkhand, the implementation of previous agreements and right to education to be included in Fundamental Rights.

He urged the Government of India to implement agreed issues, like career advancement scheme, complete parity between director, physical education, and librarians and the provision of third promotion as super selection grade.

Four IPS officers of the Haryana cadre have been transferred even as the state government has cancelled the transfer orders of three IPS officers issued on November 5 with immediate effect.

Mr Sudhir Chaudhary, SP, Crime, CID, becomes SP, Special Branch, CID, Headquarters, against a vacant post. Mr Mohinder Singh, AIG, Welfare, goes as Commandant, 3rd Bn, HAP, Hisar, in place of Mr Matta Ravi Kiran, who has been posted as ADIG, CID, against a vacant post.

Mr Alok Mittal, SP, Home Guards, will be the new AIG, Welfare.

The transfer orders of Mr P.K. Aggarwal, SP, Karnal, Mr Ranbir Singh Sharma, SP, Faridabad, and Mr Alok Kumar Roy, SP, Sirsa, have been cancelled.

Information sought on foreign tenants

The house owners in the district have been directed to inform the police whenever they rent out their houses to any foreign national.

The Senior Superintendent of Police, Mr Atar Singh Ahlawat, said the Centre had advised the district authorities to collect information about the foreign nationals in their area because of the prevailing situation at the national and international levels. The information has been sought to avoid any untoward incident involving foreign nationals.

Wanted criminal gets police remand

Sonepat, November 13
Yudhvir, who was on the most-wanted list of criminals, was produced before Additional Sessions Judge Paramvir Nijjar here today and remanded in police custody till November 21.

He was arrested by the Delhi police a few days ago and handed over to the Sonepat police in a murder case of V.K. Jain, Deputy Registrar of Indraprastha University, Delhi, and an RSS leader of Haryana, last year.

He is reportedly involved in 19 cases of murder, dacoity, loot and extortion. He also carried a reward of Rs 25,000 on his head.

Another auction of mines on Nov 17

The Mines Department of Haryana will hold the auction of three mining plots of the Manger region in the district on November 17.

About seven mining plots had been auctioned here on October 30 fetching an amount of Rs 17 crore. However, plot No. 2, 3, and 4 could not be auctioned because of some technical problems. According to the authorities, the auction of the plots will be held at the District Industries Centre at about 11 a.m.

DA instalment for Haryana state

The Haryana Government today granted an instalment of dearness allowance to its employees from July last.

A spokesman of the government said that arrears up to October would be deposited in the General Provident Fund of the employees. However, the instalment for November would be paid in cash.
