Virbhadra warns CM of vengeful actions Shimla, November 13 Mr Virbhadra Singh, in a statement in reaction to Mr Dhumal’s assertions yesterday, said the Chief Minister was trying to mislead the people by now claiming that the CBI was not competent to issue a clean chit to him. He said Mr Dhumal had referred the 26-point “charge sheet” of Mr Sukh Ram’s HVC to the CBI which, after three years of thorough investigations, gave the clean chit to “me”. Mr Dhumal had himself been saying that his government had supplied all requisite documents to the CBI. The government supplied truck loads of papers to the CBI, but could not achieve its motive of implicating “me” in any case as the investigating agency did not find anything irregular. However, the clean chit has come as a slap on the face of the government which is now pressurising its own agencies to implicate “me” in fake cases, Mr

More vigilance by police sought Dharamsala, November 13 The convener of the NGO, Kanwar M.P. Singh, said during the recent past there had been a number of cases in which private parties defrauded the local people. Citing an example, he said recently, a person from another state collected Rs 80 lakh from certain people in Palampur, promising them to give electrical appliances and gadgets at cheap rates. “Even though the locals intimated the police about the man and requested that his antecedents be checked, the police failed to act and the man disappeared with the hard-earned money of the people,” the convener said. He said similar was the fate of about 250 youth of Kangra district. They had been cheated by a Hyderabad-based private company, which had allegedly been entrusted with the responsibility to carry out the Information Technology courses in all senior secondary schools of Kangra district. “The company charged some money from these boys and girls at the time of training and then Rs 5,500 was charged from each candidate for his appointment, the convener said. With the government now deciding to award the contract to a fresh company, these computer professionals are on the road. They have been holding dharna outside the office of Deputy Commissioner, the convener added. Members of the Jan Chatna, said in future the district authorities must check properly that outside parties did not cheat the innocent people of Kangra. |
Power worth ‘Rs 20,000 cr stolen annually’ Una, November 13 This was stated by Mr S.R. Bhardwaj, Executive Director (Public Relations), National Hydel Power Corporation and member of the national advisory council on power, while addressing the gathering at Bachat Bhavan here yesterday. He said electricity worth Rs 20,000 crore was stolen annually in the country and to check the power theft, a new electricity Bill presented in Parliament had provisions of inviting criminal proceedings against power thieves. Mr Bhardwaj was speaking on “Power for all by 2012,” an ambitious project of the Indian Government. At present, the country had power shortage of 40,171 mw and by 2012 the figure was expected to reach 1 lakh mw, he added. The country requires Rs 8,00,000-crore investment in the power sector and the Power Ministry has earmarked the production of 48,512 mw of power through Union Government sponsored projects, 41,800 mw through state governments, 10,700 mw through non-conventional sources of energy and 6,400 mw through nuclear power projects. Plan to install electronic meters Shimla, November 13 The board has secured sanction of a scheme from M/s Power Finance Corporation covering financial assistance to the tune of Rs 14.10 crore under the Accelerated Generation & Supply Programme. With the implementation of this scheme, it will be possible to ensure correct assessment of power consumption at the consumer level. Mr M.C. Pandey, Chief Engineer, said to achieve correct assessment of losses in the distribution system, a separate programme for the installation of electronic meters in EHV/HV lines down to 11kv feeders and 11/0.4 kv distribution sub-stations is already in progress under the Accelerated Power Development Programme of the Government of India. The board has also secured from M/s Power Finance Corporation a grant of Rs 80 lakh for undertaking “reform and restructuring” studies of the state power sector and of Rs 1 lakh for carrying out studies to assess escrowable capacity of the HPSEB, he added. |
Self-help groups a boon
for rural women Mandi As many as 30,000 women in this district have joined self-help groups in their resolve to salvage themselves from the mire of poverty. As a result of tremendous response from the rural women the self-help drive is fast becoming a mass movement. No wonder that over 2000 self-help groups have been constituted. These are engaged in transforming the status of the rural women. To assess the impact of the self-help programme a team of mediapersons recently visited Kathalag village, in the Balh valley falling under the Sadar block, which has a population of about 1000 and found a new awakening among the rural women who have formed about a dozen self-help groups in the village. The groups are generating funds by contributing monthly savings of Rs 100 or more. A revolving funds has been raised and loans are given to members for launching productive ventures. Roshni Devi got a loan of Rs 25,000 for starting a pottery unit in the village. She is doing well and paying back the loan instalments regularly. She got a stall from the district administration for selling pottery items at the Red Cross fair last week. Exuberant Roshni told the story of her success with a feeling of pride to newspersons. Another women Attri Devi also got a loan Rs 5000 for purchasing a cow. She is paying back the loan by selling milk. “I am proud that I am earning with my own efforts and resources”, she asserts. Newspersons also visited Bhadyal, a landmark village where the first self-help group “Sahara” was founded in 1999. This group comprised IRDP families. The president of the group Maya said each member of this group was given a loan of Rs 24,000 for purchasing two cows at a lower rate of interest. The members are returning Rs 400 as monthly instalment. They are also entitled to subsidy of Rs 10,000 each after five years. |

Secy Shimla, November 13 The notices were issued by a Division Bench comprising Chief Justice C.K.Thakker and Mr Justice M.R.Verma on a letter written by the father of the deceased, Mr Ranjit Singh, to the Chief Justice in which he alleged that the police did not register an FIR in this regard and was not proceeding in the case due to some pressure. According to the petitioner, his daughter had often told him on telephone that her in-laws used to complain that she had not brought enough dowry. He alleged that the police got his signatures at two places for taking the custody of the body. |

on gender, law concludes Shimla, November 13 Addressing the concluding session of the three-day Judicial Colloquium and training on Gender and Law for Judicial Officers organised at the Institute of Public Administration here today, she said gender inequality was an issue of grave concern and judicial officers had an important role to play in pursuing such cases. She said women victims needed to be treated with sensitivity for the training of judicial officers in gender and law was essential to combat the evil of bias in judicial proceedings. Earlier, Mr Justice S.C. Bhadoo, Registrar-General of the Supreme Court, summing up the proceedings said this colloquium was aimed at raising the awareness of judicial officers on gender issues. It would also provide them useful material on distance learning and line modules for future use. Domestic violence, child abuse, convention on the rights of the child, sexual harassment at the workplace were also discussed . |

fleece customers Shimla, November 13 The latest facility of local calls in a few areas of the state has posed difficulties to telephone subscribers as they are not getting through easily because of an increase in the volume of traffic on these lines. STD owners are annoyed with the decision, as it has reduced their incomes. At
Summerhill, Totu and other areas in the suburb of the state capital, the STD owners are not giving the local dialling facility to the subscribers. “The STD owners on the university campus have locked the facility of dialling 95 and the people are made to use the STD code. They blame the Telephone Department for not providing the local dialling facility. All lines to interior areas remain busy due to limited circuits and customers often have to wait in a queue for their turns. |

23 houses gutted, 8 cattle perish Kulu, November 13 Eight cattle head perished in the fire. However, no loss of human life has been reported. The less of property in this accident has been estimated at Rs 1 crore. It may be recalled that during the past 20 days, 114 houses at Tosh village in this valley and 12 houses at Khain village of the Sainj valley in this district were gutted. The SDM has left for the village to distribute relief to the victims. |

47 lakh sanctioned for HUDCO scheme Dharamsala, November 13 According to the Union Minister for Consumer Affairs, Mr Shanta Kumar, HUDCO had accepted the demand of the state and sanctioned this amount. Apart from Huddal village under Nurpur subdivision, Wards 3 and 4 of Dalhousie town in Chamba district will be provided with all basic facilities like roads, street lights and drains. HUDCO has prepared a development plan under the Model Village Scheme for these places. |
Bill on adventure sports soon Shimla, November 13 This was announced here yesterday by the Minister of State for Sports and Youth Services, Mr Parveen Sharma, while addressing mediapersons. Mr Sharma said the guidelines issued by the Centre for conducting adventure sports would be incorporated in the bill. He said an international-level aerosports event would be organised in April next year. |

from trader Hamirpur, November 13 Six armed miscreants with masks on their faces reportedly stopped the car of Ajay Kumar, a local trader who was on his way to Hamirpur from Sarkaghat.
