INLD-BJP alliance hits a roadblock

The alliance of the ruling INLD in Haryana with the BJP has hit a roadblock with both parties playing coy on the issue of seat sharing for the coming crucial election in UP.

Alarmed over the BJP’s continued tilt towards the Rashtriya Lok Dal(RLD) headed by Mr Ajit Singh,Union Agriculture Minister and son of former premier, late Charan Singh, the INLD has drawn up 15 days packed schedule of public meetings in western Uttar Pradesh,begining tomorrow from Muzzaffarnagar. Some of the other districts where meetings have been scheduled are Bulandshehar, Saharnpur, etc.The INLD cadre has been activated in various parts of the state, especially in the districts contiguous to Muzaffarnagar for the success of the public meeting. Mr Ajit Singh is also said to be having clout in the western UP accounting for about 200 assembly segments.

In spite of the INLD proving itself to be a stable member of the BJP led National Democratic Alliance (NDA) at the Centre with regard to its support to Prime Minister Atal Behari Vajpayee, sources said the BJP had so far not given importance to it with regard to the impending election in UP.

According to the sources, although the seat-sharing formula among the NDA allies is yet to be formally discussed, the BJP’s think tank for the UP elections, led by the Union Home Minister and the Uttar Pradesh Chief Minister has, has firmed up it mind on the issue. If the formula is implemented the BJP will part with only 80 of the 404 seats in the UP assembly. In the seats to be given to the allies, the RLD is to be given about 32 of them, followed by about 15 to Janata Dal (United). Significantly, out of the seats tipped to be given to the JD(U) about eight will be tailored to suit the convenience of three Samajawadi Party MPs. The Lok Janshakti headed by the Union Minister Ram Vilas Paswan is slated to get about 12 seats. Nine of the 12 seats will be oriented to suit the ledger book of nine of the BSP MLAs in UP who have switched their loyalty to the the BJP. The Lok Tantrik Congress, the main ally of the BJP lead coalition government in the state is slated to get the remaining seats. The Rajnath Singh lobby is in a mood to support about 8 independents by not putting up candidates against them. Surprisingly, the INLD does not figure any where in this blue-print of seat sharing formula. In effect, if the INLD wrangles some seats, it would be through sheer struggle or default.

Although the Haryana Chief Minister and INLD supremo, Mr Om Prakash Chautala is said to be in the good books of the Prime Minister, the INLD is facing pinpricks with regard to UP as the Advani-Rajnath duo is calling the shots.

Action sought against doc for pulling Sikh’s beard

The allegations made by a Sikh man against a doctor of the local Civil Hospital, accusing the latter of misbehaving with him and pulling his beard, have sparked off a row. Kin of the victim and local Sikh organisations have sought action against the doctor.

Singh Sabhas of various localities, including NH-I, NH-V, Sector 22, Sector 29, Sector 28, Sector 7 and Punjabi Colony held a meeting here yesterday in this connection. It was presided over by Mr Inderjit Singh.

The Singh Sabhas have sent letters to Chief Minister Om Prakash Chautala and Health Minister M.L. Ranga, demanding action against the culprit. The Sikh, Upkaar Singh (55), is working in a factory here and resides in Sanjay Colony.

In his complaint to the district administration, he alleged that a doctor on duty on November 16 at B.K. Civil Hospital misbehaved with him and pulled his beard. He stated that some strands of hair of his beard were uprooted, causing him pain and injury. He said he had come to the hospital for treatment after he met with an accident. Upkaar Singh is now under treatment at a private nursing home.

Meanwhile, a delegation of Sikh bodies and local Sikh residents met the Deputy Commissioner, who has reportedly ordered a probe by the SDM here. A spokesman for the Singh Sabha said a meeting would be held tomorrow to discuss the issue.

Some local activists of the INLD have also taken serious note of the matter. The issue is likely to be taken up with the higher authorities during the visit of the Chief Minister here.

Haryana to have two more sugar mills

Chief Minister Om Prakash Chautala today said two more sugar mills would be set up in the state next year.

At a function organised to mark 36th state Cooperative Day here, Mr Chautala said two sugar mills had already been established. One of these at Sirsa was inaugurated on November 1 and the other mill at Gohana would be inaugurated on November 30.

He said the Ambala cooperative store would also be made operational so that consumers got products on subsidised rates.

Mr Chautala announced half per cent concession in the interest on cooperative loans for women entrepreneurs to mark the Women Empowerment Year. He said the recovery of cooperative loans extended to cotton cultivators was for a year in view of the crop failure.

He said sugarcane producers were being paid the highest price for each quintal of sugarcane. “A farmers’ delegation visited Israel to study dairy development. The delegation also studied drip irrigation,” he said.

The Chief Minister said special emphasis was being laid on the development of dairy farming in the state and a livestock board had been constituted to promote animal husbandry. An animal husbandry insurance scheme has been introduced in the state and 50 per cent of the premium was borne by the government.

Mr Chautala said the government would provide all assistance for strengthening and spreading the cooperative movement in Haryana. “During the year 2000-2001, Central cooperative banks played an important role in the development of agriculture and assisted rural artisans by distributing loans worth Rs 3,078 crore," he said.

Cooperatives Minister Kartar Singh Bhadana said 200 women milk cooperatives had been constituted in the state which would benefit 10,000 women. He said the aim of celebrating Cooperative Day was to acquaint the people with the benefits of the movement.

Financial Commissioner M.K. Miglani said the agriculture and rural development bank had disbursed loans amounting to Rs 290 crore during the current financial year. He said the banks had prepared a plan to give loans for the construction of houses in the rural areas.

Among others, MLAs Anil Vij and Veena Chibber, Ambala Division Commissioner Maha Singh, IG H.S. Ahlawat, Deputy Commissioner D.D.Gautam and Superintendent of Police Sandeep Khirwar, were present.

The Haryana Government has issued transfer and posting orders of two IAS and 12 HCS officers. A non-HCS officer was also shifted.

Those shifted included Mr R.C. Powaria, HCS, who was Subdivisional Magistrate (Civil), Palwal, and MD, Cooperative Sugar Mills, Palwal. Mr Powaria, who was questioned by the CBI recently in connection with a case relating to the issuance of arms licences, has been posted as City Magistrate of Fatehabad, relieving Mr Ishwar Singh Dahiya of the charge.

The two IAS officers given posting orders, are Mr N. Bala Bhaskar and Ms Neerja. Mr Bala Bhaskar, on his return from central deputation, has been posted as Commissioner and Secretary, PWD (Public Health) relieving Mr R.N. Prasher of the charge. Ms Neerja, on return from leave, has been posted as Additional Deputy Commissioner cum Chief Executive Officer, District Rural Development Agency, Rewari, vice Mr J.D. Naharwal, who goes as Managing Director, Cooperative Sugar Mills, Bhuna, vice Mr Inder Singh-I.

Mr Inder Singh-I has been posted as SDM(Civil) Palwal and MD of the sugar mills at Palwal in place of Mr Powaria. Surjewala denies rift in party

Mr Samsher Singh Surjewala, a former President of the Haryana Pradesh Congress Committee (HPCC) and a former minister has denied any groupism in the state unit of the party and said every party worker should have the freedom to express his views and such an action should not be regarded as groupism in the party.

Addressing a press conference here last evening, he said the party would constitute working committees at all district headquarters to strengthen the party base in the state. Such working committees, he said, should have been constituted a year ago but the state leadership has failed to implement the decision of the party high command.

Referring to the November 2 state bandh for which the HPCC chief Mr Bhupinder Singh Hooda, had given a call, Mr Surjewala admitted that it was partial party workers who were responsible for its failure.

He said that the policies of the Centre and the state government were anti-farmer and anti-people and these policies were responsible for suicides by farmers in different states of the country. Most of the farmers, he said, were under debt and they were unable to pay off their loan instalments.

Regarding POTO, Mr Surjewala expressed the apprehension some provisions of it would be misused by the ruling party. He suggested that some alternative methods should be explored by the Union Government to check terrorism in the country. He claimed that the Congress had succeeded in curbing terrorism in Jammu and Kashmir by using TADA but the BJP-led NDA Government at the Centre had failed to check it.

Mrs Sumitra Chauhan, a member of the HPCC said people of the state wanted a change of government in the state as the Chautala government had failed to come up to their expectations. They were dissatisfied with the present regime, she added.

Preparations on for Kapal Mochan Mela

The preparation for holding Kapal Mochan Mela are in full swing in the district. All “sarovars” have been filled with fresh water and cleanliness drive has been going day and night for the past few days.

The “mela” will be held from November 28 to 30. On November 30, the birthday of Guru Nanak Dev ji, a large number of devotees are expected to take holy dip in the sacred “sarovars”. It is believed that by taking a holy dip in the sacred “sarovars” at Kapal Mochan one gets “moksha”. It is also believed that the Hindu Trinity — Shiva, Brahma and Vishnu — reside here and bless the pilgrims who take holy dip on this occasion.

Over a million people are expected to participate in the fair this year. The Mela Administration is leaving nothing to chance as the police, health, transport and other departments are taking all steps to provide basic and other facilities to the pilgrims.

The Public Relations Department is going to set an information centre at the venue of the “mela” and also planning to arrange an exhibition on the life and time of late Chaudhary Devi Lal. Cultural troupe and other exhibitions depicting developmental activities in the state are also going to be arranged.

The Deputy Commissioner, Mr Rajeev Sharma, said Ms Renu Phulia, Subdivisional Magistrate (Civil), Jagadhri, had been appointed mela administrator, Mr R.K. Sharma, DDPO, mela convener and Mr Rajbir Khundla, BDPO, Bilaspur, mela officer.

Pilgrims head for Kapal Mochan

Yamunanagar district is situated in the lap of nature where the Yamuna enters the plains from the Shivalik range. It is covered by the dense forest of Kalesar. The district has many important religious and historically important places. It attracts a large number of pilgrims and tourists throughout the year.

One of the most important fairs is Kapal Mochan on the last three days of Kartika in which pilgrims are drawn from various parts of the northern region.

In a forest area near Bilaspur, about 28 km from Yamunanagar, Kapal Mochan is an ancient and religious place symboling the unity and integrity of the people of different classes and castes.

Every year a fair takes place here on the occasion of Kartika Purnima when pilgrims take a holy dip in the Kapal Mochan, Rin Mochan and Surajkund sarovars to attain “moksha”.

According to the Puranas, Kapal Mochan water washes away the sins of all the three yugas. As per belief, for those having a bath in the Kapal Mochan sarovar, sins like Brahma hatya are also washed away. It has been the workplace of Maharishi Veda Vyasa, who wrote the Vedas and Puranas here. Later on, his resting place was known as Vyasa Ashram. As time passed, this place came to be known as Bilaspur. There are five “tirthas” in the different directions in the Kapal Mochan area. In the north is Tirtharaja Kapal Mochan and on the other side there are Som Sarovar, Rin Mochan, Suryakund and Chandarkund.

According to Matsya Purana, this place used to be “yajna sthali” or place of pooja for many holy souls. In the beginning of Kaliyuga, a great yajna was held here but at the time of purnahuti due to the differences among the devatas, Lord Shiva proceeded to Adi Badri and a girl was born at the base of the yajna named Saraswati. The place was named Papa Mochan Somasar.

Kapal Mochan has been designated as Somasar Mochan where Shuddhi Devi resides. This place came to be called Kapal Mochan later due to the elimination of Brahma hatya sin. A cow and a calf were part of the shuddhi ceremony. The statues of the cow and the calf are situated on the western bank of Kapal Mochan.

According to folklore, Bharat had come to set up the idol of Lord Rama here. The Pandavas took a dip in Rin Mochan to get rid of their sins. To the east is Surajkund. It is believed that childless women on bathing in it are blessed with children. To the south, about 2 km away from Surajkund, the hut of Veda Vyasa was situated on the banks of the sarovar.

As per folklore, in the Treta era, Lord Rama came here in a “Pushpak vimana”, after killing Ravana, on his way to Ayodhya.

In 1687 Guru Gobind Singh had come here to wash his shastras (weapons) after winning several wars. Hence, this sarovar is known as Shastra sarovar. A gurdwara is situated on the banks of this sarovar in the memory of the Guru. Guru Nanak Dev also visited this place in 1584 and recited Rattanmala here.

A huge mela would be organised here from November 28 to 30 on the eve of Kartika Purnima. To make elaborate arrangements for the pilgrims, a meeting was organised in Bilaspur by the Deputy Commissioner, Mr Rajeev Sharma, in which the officers concerned were given directions to ensure cleanliness, drinking water, electricity and repair of the roads, filling of fresh water in sarovars on time etc. Transport arrangements would also be made for the pilgrims.

In the fancy dress competition, Vindhya Sadan stood first while Nilgari Sadan and Himalaya Sadan took the second and third positions respectively. In classroom decoration, the first position was shared by the KG, the fourth and tenth standards. The first, fifth and eighth standards took the second position while the third and ninth classes were adjudged third.

In individual fancy dress competition, Vaishali and Manvir Singh of the first standard stood first; Manpreet and Geetika of the Nursery were second, while Akshay of KG was third.

The chief guest and other members inspected the classes.

As directed by the Youth Congress high command, every electoral centre will have a committee of 20 youths under the scheme “One booth, 20 youth”. This was announced by Mr Vijay Bansal, State General Secretary of the Youth Congress. Mr Bansal said that these committees would take the message of the party to every individual. Such committees are also being formed by the Congress and the Women’s Congress.

A tourist from Karnal was beaten up by four unidentified youths near Pinjore last week. The unknown assailants were on a motorcycle and a scooter who chased the car of the victim, stopped him near Pinjore and brutally beat him up. The police has registered a case.

Mrs Seema Kansal, head of the Economics Department of GMN College, Ambala Cantonment, has done Ambala proud by winning the bronze medal in the 26th National Yoga Championships. She has won the medal in the 35-45 years age group in the championships organised by the Jharkhand Yoga Association in Ranchi.

Happy to have won the medal, she says that she has been practising yoga since she was 15 years old. The asanas performed by Mrs Kansal in the championships include Sarvang Asana, Chakra Asana, Dhanur Asana, Paschimuttan Asana, Paadhastha Asana, Suptvajra Asana, Ekarndhanur Asana, Koorm Asana, Ardhmatasyaindra Asana and Badhpadam Asana.

The Union Information and Broadcasting Minister, Mrs Sushma Swaraj, kept her promise to inaugurate the Doordarshan Metro relay centre in Ambala she made at the time of laying its foundation.

Prasar Bharati officials may have set a record of sorts by installing the low power transmitter for the DD Metro Relay Centre in one week.

Mrs Swaraj acknowledged the effort of Prasar Bharati officials and the Deputy Commissioner of Ambala, Mr D.D. Gautam, who made the transmitter functional on Bhaiya Dooj day despite a change of place from Ambala Cantonment to Ambala City.

Mrs Swaraj said: “On November 5, I was informed that the defence forces were objecting to the setting up of the transmitter as security may be compromised. So an alternative site had to be found immediately. It got in touch with the Deputy Commissioner, Mr D.D. Gautam, who earmarked a site for us by November 7 and on November 16, I have inaugurated the DD Metro Relay Centre”.

Students of Kendriya Vidyalaya No. 1, Ambala Cantonment, have done well in academics as well as sports. This year seven boys and three girls of the Vidyalaya were selected for the KVS National Sports Meet organised by Hyderabad and Bangalore regions.

Girl students who participated in the games are Pushpinder, Khushbu and Rinku Roy. The boys include Parvinder, Harpreet, Shekhar Chand, Deepak, Sandeep Dalal, Manohar Alam and Virender.

The non-Government College Principals Association has resented the move of the executive committee of Kurukshetra University to saddle the Vice-Chancellor and the Director Higher Education (Haryana) with unfettered powers vis-a-vis selection of college teachers in the state.

The executive committee of the association which met here on Sunday under the chairmanship of Dr D.P. Asija, Principal, Sohan Lal Training College of Education, Ambala, while taking strong exception to the resolution passed by the executive committee urged the Governor of Haryana, who is also Chancellor of the university and the Haryana Chief Minister, Mr O.P. Chautala, to direct the university authorities for review of this decision. The Governor in his capacity as Chancellor, could also withhold consent to the resolution.

Dr Romesh Kumar, general secretary of the association, who is also the Principal of M.L.N. College, Yamunanagar, told The Tribune yesterday that the meeting felt that the EC resolution had virtually “ended the role of managements in the appointment of college teachers”, which were run by them. In fact, the appointing authority in all privately managed colleges were the managements. How come then that they could not appoint teachers of their choice. The EC resolution had reduced the role of managements to zero.

It was pointed out that the help of experts appointed by the varsity was sought to select right type of persons for the right type of jobs. Moreover, the selection committees were constituted as per the guidelines of the UGC which were applicable on the all-India basis. Furthermore, the UGC guidelines had been approved by the Haryana Cabinet “in toto” said Dr Romesh Kumar.

The meeting recalled the services of privately managed colleges in the field of higher education.

Some principals told this correspondent that if the EC resolution was implemented, it would lead to appointment of teachers on “political basis” in the colleges. It was felt that interference by the government would hinder the progress of higher education.

Bail plea of former Magistrate rejected

The anticipatory bail application of a former City Magistrate, Maj R.S. Chahal, allegedly involved in the arms license scandal was rejected by the Additional District and Sessions Judge, Mr R.C. Gupta, here today. The other two accused arrested in this case namely Sukhwinder Singh and Anoop Kumar, have been granted bail.

On the other hand, the Judicial Magistrate, Mr N.P. Dewet, extended the police remand of an arms dealer, Mr Charanji Lal, for two more days on the request of the investigating officer, Mr Amir Singh Sabharwal, DSP, who pleaded before the court that some recoveries were to be made from the dealer. The DSP added that the arms dealer had not renewed the license of his firm Vishwa Karma Gun House during the past few years, though he continued to purchase and sell the arms.

Interestingly, some HCS officers officiating as City Magistrates continued to register their weapons in the licences of various persons on the basis of bills issued by the dealer.

People urged not to steal power

In a bid to create awareness among people about problems of the power sector, the Power Finance Corporation Limited under the aegis of the Power Ministry organised a two-day mass awareness campaign programme here and at Jagadhri to inform the public about various steps to tone up the power sector for providing stable and reliable electricity to every house by year 2012.

Mr Rajeev Sharma, Deputy Commissioner, presided over the concluding day function of the programme here today. He said 1 lakh mw power capacity created in the country since Independence would have to be doubled over the next decade to make electricity available to all. The state electricity boards' losses were estimated to be more than Rs 26,000 crore per annum and a substantial part of it was due to the theft of power, he added.

Action against veterinary asst

Fatehabad, November 20
The Deputy Commissioner, Mr O.P. Indora, today asked the Deputy Director, Animal Husbandry, to initiate action against a Veterinary and Livestock Development Assistant for allegedly causing the death of a buffalo due to negligence.

Mr Indora was heading a meeting of the district grievances committee here. Mr Ram Chander, a farmer from Roopwali village, had complained that due to the negligence of Mr Mohinder Singh his buffalo had died.

In another complaint, the Deputy Commissioner ordered action against a Sub-divisional Engineer, a Junior Engineer and an employee of the HVPN.

In all, 14 complaints were heard, out of which 11 were settled on the spot.

DA instalment for Haryana staff

The Haryana Finance Department has issued a notification for the release of another instalment of dearness allowance (DA) to state government employees and dearness relief to pensioners with effect from July 1.

While stating this here today, a spokesman of the department said that now the employees would get DA at the rate of 45 per cent of their basic pay, an increase of 2 per cent. He said they would get the enahnced DA in cash with their salary from the month of November paid in December, 2001. The arrears from July to October, 2001, would be credited to their GPF accounts.

He said pensioners drawing revised pension or family pension would be given DR at the rate of 45 per cent of their pension. Pensioners who were drawing unrevised pension or family pension up to Rs 1,750 would now get DR at the rate of 262 per cent of the pension or family pension; those drawing pension exceeding Rs 1,750 but not more than Rs 3,000 would get it at the rate of 196 per cent of the pension or family pension subject to a minimum of Rs 4,585; and those getting pension above Rs 3,000 would get DR at the rate of 170 per cent of the pension subject to a minimum of Rs 5,880.

Scribes criticise minister’s remarks

Members of the Haryana Union of Journalists and the Haryana Patarkar Sangh today wore black badges in protest against the Prevention of Terrorism Ordinance (POTO), which they described as a threat to civil liberties and the freedom of the media.

The journalists, in a memorandum submitted to the Deputy Commissioner for onward transmission to the President, said Section 3(8) of POTO would jeopardise their work as it proposed imprisonment up to a year, or fine, or both for a person who failed to disclose information in his or her possession.

They expressed anguish at the statement of the Union Minister of State for Agriculture, Mr Hukam Dev Narayan Yadav, at a public meeting here on Sunday in which he said the government would not hesitate to invoke the provisions of POTO against the media.

Power availability decreases

The availability of power in Haryana has been affected following the shut down of one of the gas turbines of the NTPC’s Faridabad-based plant.

Official sources said the turbine was shut down on Thursday for maintenance. “The NTPC has said that it will become functional again on December 9, the sources added.

It is learnt that Haryana now has a shortfall of about 50 lakh units of electricity every day. The shortfall is being managed by overdrawing power from the central grid, a practice which has been criticised by the HERC for being violative of grid discipline.

The sources said that negotiations had been also initiated with Punjab for purchasing power from it.

The Sudarshan Kumar Bansal memorial declamation contest was won by MDSD Girls College, Ambala city, today. However, being the host team, the rolling trophy was given to Government College, Ambala contonment.

The first prize was won by Shivani of the MDSD Girls College, while the second spot went to DAV College, Ambala city, student, Sushma, the third prize was by Anuradha of Government College, Ambala cantonment.

Among the consolation prizes, the first prize went to Megha of the MDSD College, second to Vishal Verma of MLN College, Mullana and third prize went to Vishal of SD College, Ambala cantonment.

Haryana Town and Country Planning, Revenue and Rehabilitation Minister Dheer Pal was the chief guest and Mr Rameshwar Prasad Aggarwal, chairman of Improvement Trust, was guest of honour.

Protest against outstanding dues

Students of a management institute in ambala city today held a demonstration to protest against the outstanding dues issue after they were not allowed to take the internal examinations.

However, the management strongly denied “any problem” and said that the matter had been sorted out.

The students claimed that they were not allowed to take the internal examinations today since they had not paid up their dues. “The fee here is higher as compared to other management institutes and we protest this attempt to not permit us to take the internal examination,” a student said.

The president of the management institute said that a notice regarding the outstanding dues of the students had been put up about 10 days back. “However, we have now permitted the students to pay their dues within 15 days and they can take examination, which they missed today, immediately after the scheduled internal examinations are over,” he said.

He stated that the issue had been sorted out. “I must point out that our is not a profit-making institution,” he claimed.

India needs stronger Bill  than POTO’

Maha Manleshwar Swami Avdheshnand Giri, while supporting POTO, said that the government should not hesitate to bring a stronger Bill than POTO to curb terrorism in the country. Talking to mediapersons, he said that the Indian people had been facing terrorism for past three decades. The government should deal with it with an iron hand. He said such provisions should be made in POTO so that it might not be misused for political victimisation in future. Answering a question about the Ram Temple, he said the construction of a temple was a religious matter and the politics should not be allowed to enter it.

Man looted of Rs 50,000

A scooter driver fled after snatching around Rs 50,000 from a pedestrian carrying the money in a briefcase here today.

According to information, a local resident, Vishal, was crossing the Model Town road carrying a briefcase with him. In the meantime a scooterist appeared there. He snatched the briefcase and fled.

The police has registered a case in this regard.

Boy strangled to death

Kamal Singh (13), a resident of Thal village, about 25 km from here, was strangled to death by some unidentified persons on Sunday. The boy was a student of class VI.

The body was reportedly thrown in the bushes near the village pond from where it was recovered by the police on Sunday evening.
