Now, 3rd phase of ‘sarkar aapke dwar’

With the Punjab Government implementing its version of the ongoing Haryana Government’s “sarkar aapke dwar” programme, other states have started making inquiries about the details of the project.

Buoyed by the reported “laudatory” inquiries being made by other states, the Haryana government has decided to launch the third phase of the programme.

According to one of the top bureaucrats in the Haryana Government, far-flung states like the Congress-ruled Madhya Pradesh, Rashtriya Janata Dal-ruled Bihar and the Communist-ruled West Bengal have inquired about the details of the programme.

The Shiromani Akali Dal (SAD)-led coalition government in Punjab has implemented “sangat darshan”, resembling the programme in Haryana. The predominant view in the higher echelons of the Haryana government is that Punjab took up the programme to reach out to the people after being inspired by the “sarkar aapke dwar” programme.

The bureaucrat said the programme in Haryana was included in the government’s curriculum to further infuse “transparency and democracy” in the running of the state’s administration. Also, the government led by the Chief Minister, would virtually walk to the villages and allow an opportunity to the people to have a direct interface with it. As the government has also evolved a mechanism to do follow-ups on the announcements and concessions made by the Chief Minister, the officialdom would be on its toes to deliver the goods.

The Madhya Pradesh government is said to have also appreciated the fact that the programme would also fulfil the devolution of power as the elected representatives would put forward the problems of their areas concerned.

Village committees, which have come in for criticism from across-the-board opposition parties are being defended by the government as an extension of its democratic functioning. The government releases funds or devises developmental plans. The philosophy behind constituting the Committees is to accommodate all sections of people of the areas concerned in the decision-making process as well as act as monitoring bodies on all aspects of the implementation of the projects.

The bureaucrat revealed that in the two phases of the “sarkar aapke dwar” programme, the government had completed or had initiated works on more than 31,000 projects and developmental plans. As many as 86 departments, agencies and institutes were involved in the implementation of the projects.

Court asks MDU to allow migration

The Additional District Judge, Mr Shiva Sharma, has directed Maharshi Dayanand University (MDU) to allow the migration of Gitanjali Sharma, a student of Baba Mast Nath Dental College, Rohtak, to the Dental College, Rohtak, as she had got a prima facie case as also right to migration.

Although migration cannot be claimed as a matter of right, the university must decide the application for migration strictly in accordance with law, Mr Sharma said, adding that when the Principals of both college had agreed for the migration in this case, the university should not have catapulted away the application for migration as it did.

And if there were any valid reasons for rejection of the application, the university should not have hidden these from the candidate and the court, the Additional District Judge said.

The order said it was found that the university did not permit migration to the student due to the application of wrong rules. The application of the appellant had been rejected by the university in an arbitrary manner, the judge observed.

The order said: “The university applied wrong rules to the case and it is doubly regretted that the university is trying to perpetuate its mistakes by sticking to the wrong rules and is trying to justify its wrong decision”.

The university, while opposing the migration, argued that Baba Mastnath Dental College was not recognised by the Dental Council of India (DCI), therefore, the appellant could not be allowed migration from that college.

Describing the arguments of the university as devoid of logic and substance, the Additional District Judge said if the college was not recognised by the DCI, then what for the university played with the career of students by selecting and allocating them to an unrecognised college. The order said the college was not only affiliated to Maharshi Dayanand University, but it was also recognised by the DCI.

The contention of the university that the student had not applied within the stipulated time was also devoid of substance, the judge observed. The university had sought applications for inter-university migration and the last date for submission of these application was August 5, 1998. In the case of the appellant, the seat had fallen vacant in October 1998 and she had deposited Rs 100 fee prescribed for inter-university migration on October 26.

MDU extends last date for admission

Maharshi Dayanand University has extended the last date for admission to Prabhakar, BA, B.Com (I, II and III), MA, M.Com, LLM, B.Lib and management courses of the Directorate of Distance Education up to November 30 with a late fee of Rs 1,000.

A spokesman for the university said today that the B.Ed and IT courses of distance education were not covered under this extension.

He said the supplementary examinations of postgraduate courses — MA, M.Sc and M.Com final year — would commence on December 22 and continue till January 11. The examinations would be conducted in the afternoon session for which the university had established five examination centres at University College and the Law Department here, he added.

‘Tatkal’ buck under ‘tatkal’ scheme?

The “tatkal seva” of the Railways is allegedly being used by employees of the regional computerised booking office here as a means to make a fast buck.

The Railways had launched this scheme two years ago for the benefit of the passenger in emergency travel. But no passenger can get a ticket under this scheme without bribing the booking officials.

According to rules, any passenger can get confirmed reservation 24 hours before the departure of a train from any station in the country under the “tatkal seva” in an emergency. Passengers are required to produce a proof of their identity along with Rs 50 as extra charges for getting a confirmed ticket under the scheme. The Railways arrange special compartments for such passengers.

The reservation counter for this scheme opens only for 5 to 10 minutes every morning as there are only 70 seats for a particular train under this scheme and the booking is open at all computerised booking centres all over the country simultaneously.

The passengers from Hisar, Jind, Sirsa and Fatehabad districts of Haryana and Rajgarh, Churu and Bhadra of Rajasthan get their tickets reserved at this counter as there is no other computerised centre in the area. Hundreds of passengers of the area queue up early in the morning to get tickets under this scheme. But most of them return empty-handed.

The local booking officials allegedly make a deal with some passengers and charge Rs 300 per ticket from them as bribe the previous evening. The next morning, such officials allegedly direct some sweepers to stand in the queue. As the booking opens at 8 a.m. the booking officials reserve about 6 to 8 tickets under the scheme quickly on the computer. All these are given to the sweepers standing for those who have paid bribe. The booking is over in minutes and other passengers have no option but to return without a ticket.

There is a strong resentment among the local passengers over this malpractice and some of them have complained to senior officials of Bikaner Division of Northern Railway but no action has been taken so far.

Gate meeting by NR officers

The Northern Railway Promotee Officers Association today held a gate meeting to protest against “the discriminatory attitude of the Railway Board”.

Divisional association secretary A.K. Jain and divisional president Ashok Sharma said that the “protest day” was being observed as the members resented the attitude of the Railway Board for fixing the cadre strength of junior scale to 720 only as against the national cadre of more than 2,000 at any given time in the past.

NRPOA members claimed that this step of the board had been made to ensure satisfactory career progression for group A direct recruits by converting their eligibility period to promotional period. “Group B officers of the Northern Railway, therefore, deeply condemn this attitude and action of the Railway Board, as it would further mar the already meagre promotional prospects available for promotee officers,” they said.

The association also condemned the proposed action of the Railway Board in reducing the number of senior-scale posts for upgradation of officers at the level of the junior administrative grade and above without providing reasonable matching career progression for the promotee officers.

The members of the association expressed their unhappiness over the non-grant of grade of Rs 8,000-13,500 to the extent of 80 per cent of assistant officers. “This was recommended in October, 1992, by the Railway Board for all departments and has been assured by every Railway Minister since then, but has so far not been decided favourably for one reason or the other,” the officials said.

The officers observed that the denial of justified demands of this middle management of the Railways was bound to create further demoralisation which was not beneficial for the health of any organisation, including the Indian Railways.

Sadbhavna operation ‘a success’

The ongoing operation ‘sadbhavna’ in Haryana police has started showing positive results, claimed an official press release here today.

The operation is based at building up the image of the police force to establish police-public rapport with a view to maintaining peace and order in the state.

The release said there were a number of instances when the public came forward to inform the police about the nefarious designs of the anti-social elements and criminals.

With the cooperation of the public, the police has been successful in smashing 266 inter-state gangs of criminals.

These included 26 gangs of dacoits, 47 robbers, 67 burglars, 84 thieves and 42 other gangs.

The police has also recovered property worth more than Rs 4.60 crore from their possession.

There has been a decline of more than 30 per cent dacoity during the current year.

Mr M.S. Malik, Director-General of Police, said that he was satisfied with the overall performance of the police.

The police recorded a total of 21,396 under the local and special laws against 18,704 during the corresponding period last year.

Mr Malik said that there were 667 murders during the period under report as compared to 681 during the corresponding period last year.

There were only 384 cases of murder against 453 during the corresponding period last year.

In this block-level “darbar”, 156 applications related to various departments were received by the ADC and were forwarded to different office heads for immediate action. Most of the complaints related to the paving of streets, inclusion of names in the below poverty line (BPL) list and proper arrangements for drinking water supply.

A delegation of residents from Chandoli village complained that electric wires passed through the trees in front of their houses, increasing the risk of an untoward incident. The ADC directed Forest Department officials to cut these trees.

The ADC asked the people to avail the penalty waiving scheme and deposit their pending electricity bills without penalty up to November 30.

Four killed in separate mishaps

Panipat, November 21
Four persons, including a woman, have died in different incidents during the past 24 hours in the district.

Dhannu, a housewife of Bichhpuri village, sustained burn injuries while cooking food. Her neighbour Ajay tried to save her, but was seriously burnt in the effort. Both were taken to the local Civil Hospital but they succumbed to their burn injuries.

An autorickshaw driver Rajender of Java Colony here was returning to his house late last evening after leaving the passengers at Kohand. The shawl which he had put around his neck got entangled in the engine and it resulted in his death on the spot due to strangulation.

In another incident, a labourer, Ramesh, was run over by a tractor-trailer loaded with sugarcane last evening at Kakroli village in Samalkha subdivision. The police has registered a case and the body has been sent for a post-mortem examination.

Accident victims’ kin get Rs 5 lakh

An Additional Sessions Judge, Mr Manjit Singh, has ordered for the payment of compensation of Rs 5,50,000 to the next of kin of the two persons who died in a road accident.

According to details, two scooter-borne persons, Mohan Lal of Nara village and Ajeet Singh of Sonepat, were hit by a Canter on May 12, 1998. Both of them died on the spot. A case was registered against the driver of the Canter.

The dependents of the deceased filed different claim petitions against the owner of the vehicle, its driver and the insurance company and demanded compensation under the Motor Vehicles Act.

In the judgement delivered yesterday, the judge directed the owner of the Canter and the insurance company to pay a compensation of Rs 2.75 lakh each to the next of kin of both the deceased. Besides, the judge also ordered the payment of Rs 14,000 as compensation to Mr Krishan Kumar, owner of the scooter.

Sarpanch’s election declared invalid

Fatehabad, November 21
The election of a sarpanch in the district has been declared null and void by the Deputy Commissioner as he had allegedly submitted a false affidavit that he had never been convicted.

Mr Bhagwan, whose election was declared null and void by the Deputy Commissioner, Mr O.P. Indora, yesterday, had contested the election for the post of sarpanch of Mehamra village in the district on March 16, last year.

He had defeated his nearest rival, Mr Swarn Singh, by a margin of 300 votes.

Mr Sucha Singh, a supporter of the defeated candidate, had filed a petition with the Deputy Commissioner challenging his election on the ground that he was not eligible to contest the election as he was convicted by a Rajasthan court in 1995 for an offence under Section 224 of the IPC.

Mr Bhagwan Singh had given a statement on oath on February 26, 2000, at the time of the filing of his nomination papers that he had never been convicted.

The petitioner further said he had raised objections before the presiding officer but he allegedly ignored his objections.

The Deputy Commissioner found the allegation levelled by the petitioner as true and he declared the election as null and void. He has asked the Panchayat Department to hold fresh poll for the post.

Haj bookings till December 20

Haj pilgrims from Haryana can get their bookings done for going to Saudi Arabia by December 20.

While stating this here, an official spokesman said that the foreign exchange rate for the pilgrims had been fixed at Rs 13.30 per Saudi rial. The first-class lodging facility in Saudi Arabia would cost Rs 63,137, the second class Rs 58,487 and the third class Rs 51,832.

The spokesman said payment by bank draft should be sent to the Executive Officer of the Central Haj Committee in Mumbai.

Declamation contest held

A declamation contest was held at GRSD Senior Secondary School, Ambala City, in which 22 teams from different schools participated.

Vaneet Bhatia of DAV Public School came first. The second prize was shared by Rahul Windlas of SA Jain Senior Secondary School, Ambala City, and Rajni Verma of BRAM Janata Senior Secondary School. The third prize was shared by Mohit Gupta of GRSD Senior Secondary School, Radhika of Dua National Model School and Sukhpreet Kaur of Tulsi Public School, Ambala City.

The students spoke on the issue of terrorism at the contest, which organised by Avantika, an organisation. Speaking on the occasion, MLA, Ms Veena Chhibber, said terrorism had become a global challenge and all nations must come together to tackling it.

A Sachin Verma memorial music contest was held at MDSD Girls College, Ambala city, today.

The running trophy was won by MDSD Girls College, but being the host college, it was given to the team of the DAV College for Women, Karnal.

The first prize of light vocal music went to Sunil Bagga of SD College, Ambala cantonment, and Manisha of DAV College, Karnal. The second prize of light vocal music was bagged by Karpreet of DAV College, Ambala city, and Rajji of MDSD Girls College.

First Prize of classical music (vocal) went to Daljeet of MDSD Girls College, Ambala city, and the second was won by Manisha of DAV College, Karnal.

Instrumental percussion’s prize went to Harbhajan while non-percussion classical instrumental first prize was won by Amita of MDSD Girls College and Ashu Rana of SA Jain College, Ambala city.

Mr Sushil Kumar was the chief guest, while Mr Ramesh Verma, trustee of the Sachin Verma Memorial Trust, presided over the function.

Blood donation camp

The Rotary Club here today organised a blood donation camp at SA Jain College.

The Rotarians were assisted by the NSS unit of the college. The SDM, Mr M.K. Ahuja, was the chief guest.

Mr S.P.S. Pasricha, president of the local unit of the club, said more than 100 units of blood were collected at the camp. The doctors of Government Medical College, Chandigarh, collected the blood.

Among others, Mr Vishwas Verma, Mr Adarsh Aggarwal, Mr O.P. Aggarwal, Mr Kuldeep Jain, Mr Kirti Prasad Jain, Mr T.S. Walia and Dr Sadiq were also present.
