Dwelling unit project runs into trouble Chandigarh, November 22 The Supreme Court had asked the government last year to recover the cost of construction from the employers of the bonded labourers. However, the employers, who are supposed to make payment to the government, cannot be found any more. The state government was given a list of 536 bonded labourers for whom the dwelling units were to be constructed. It was decided to construct 50 units at a time with revolving funds made available by the Finance Department. The plan was that once the cost of the 50 constructed units was recovered, work on building another 50 units would begin. Work on the first 50 such units, at a place called Buriya ki Nullah, in Faridabad city, is almost over. Each unit has one room with a toilet attached to it. The complex also has a school building and a community centre. While the Faridabad corporation has made available the land needed for this purpose, more than Rs 50 lakh has been spent by the government on the construction. However, the employers are reportedly all set to give the government the slip. “ The companies which had recruited the bonded labourers changed their names and it is difficult to locate them now. “Many people may know the names of those running the companies, but it is difficult to prove their involvement”, claimed a source. Another problem, the sources said, was the identification of the claimants of the dwelling units. On the basis of the list of bonded labourers, prepared by the Union Government and provided to the state government, it is reportedly difficult to identify the beneficiaries. The list reportedly only has the names of the labourers. Their photographs or the names of their fathers were not available. Many beneficiaries are also believed to have migrated to other parts of the country. The total cost of the project prepared by the state government for rehabilitating the 536 bonded labourers will come to about Rs 12 crore. However, with the recovery of the cost of the first 50 units running into trouble, work on the construction of the remaining units is likely to suffer. The state government, sources here said, had opposed the idea of building dwelling units in Haryana for labourers from outside the state during visits earlier this year by members of the National Labour Commission and the National Human Rights Commission. This would set a bad precedent and might even lead to local versus outsider tension in future, the commissions were reportedly told by Haryana Government representatives. |

Liquor traffickers give cops the slip, 6 hurt Fatehabad, November 22 The injured policeman and two persons accompanying the police party have been admitted to the Community Health Centre, Bhuna. According to reports received here, liquor contractors at Bhuna received a tip-off that some liquor traffickers would pass through the Gorakhpur-Dahman road with large quantities of liquor. They informed the police and the Excise Department. Excise and police teams, along with workers of the liquor shop, reached the Dahman road in four vehicles and set up nakas at two places. During search of vehicles when an Assistant Sub-Inspector of the Excise Department tried to stop a utility van, the occupants fired gunshots at the naka party and fled. The naka party chased the vehicles in jeeps. The traffickers allegedly hit their vehicle against one of the jeeps due to which it overturned, resulting in injuries to Constable Manjnder Singh, driver Mahabeer Singh and a worker of the liquor shop. The other jeeps continued to chase the traffickers, but they fled leaving their vehicle behind. The vehicle has been impounded. The police, on a complaint of Mr Om Parkash, Assistant Sub-Inspector in the Excise Department, has registered a case of negligent driving and murderous attack on
government servants performing their duty against Bhal Singh Bishnoi of Gorakhpur village and three unidentified persons. It is learnt that at least three liquor traffickers were also injured in the incident. |

Murder of MLA’s brother: 3 held Bhiwani, November 22 Amarjit was slain on the eve of Divali at Birhi Kalan village. His body was recovered outside the house of Bhim Singh. The father of Bhim Singh, Mange Ram, also lodged a complaint with the police, stating that Amarjit and his accomplice Raj Pal forcibly entered his house. The police arrested Raj Pal three days back. Later, the case was handed over to the CIA department, which arrested Bhim Singh (50), Sunita, wife of Bhim singh, and Darshana, daughter of Bhim Singh, and seized the cane and iron pipe allegedly used in the murder. |

SFI: BJP creating communal chaos Fatehabad, November 22 Speaking at the annual convention of the SFI at the local Bal Bhavan hall, Mr Dinesh Siwatch, vice-president of the state unit of the SFI, said the government had been tampering with the curriculum to divert the students’ attention from the main issues concerning the youth. Mr Siwatch said the government had made a promise before the elections that it would provide employment to 1 crore unemployed youths every year. But after coming to power, it not only imposed a ban on new recruitment, but also ordered a 10 per cent retrenchment of the exiting posts. He said the decision of the government had sealed all chances of getting employment for the youths. Earlier, Ms Harjeet Kaur, district president of the SFI, inaugurated the convention by hoisting a flag. A two-minutes silence was observed as a mark of respect for the martyrs. A seminar on “Terrorism and War” was organised at the inaugural session of the convention. Inaugurating the seminar, Ms Seema Siwatch, general secretary of the state unit of the SFI, said terrorism could not be wiped out bay terrorism. She accused the USA of being the “father of terrorism” the world over. She alleged that Osama bin Laden was the brainchild of the USA and charged it with trying to establish its supremacy over the world through terrorism. She suggested that a solution to the Afghan problem should be found by framing an international forum. Ms Harjeet Kaur was elected president of the district unit of the SFI, while Mr Sharma Chand Lal was elected general secretary. |
I-G seeks panchayats co-operation Rohtak, November 22 The Inspector General of Police, Rohtak Range, Mr Resham Singh, presided over the function held to promote goodwill between the police and the public. The Senior Superintendent of Police, Mr Atar Singh Ahlawat, initiating the discussion said women sarpanches should assert themselves as men were eager to deprive them of legal rights. Mrs Omli, panch in Ismaila panchayat, said almost every house in her village sold illicit liquor and regretted the administration was indifferent. She was supported by many others there. Mr Mange Ram, a former sarpanch of Sampla, said people were losing faith in the local police and they preferred to complaint to senior police officers at district headquarters. The 70-year-old former sarpanch advised cops to maintain their cool while attending to complaints. Mrs Prem Lata, member of the Zila Parishad and former chairperson, Sampla block, advised the police not to misbehave with people visiting police stations to lodge complaints. Mrs Umesh, chairperson, Block Samiti, Sampla, wanted panches and sarpanches to help the administration to check crime. The President, Jeep Owners Association also aired grievances of jeep owners. Mr Satbir Singh, Sarpanch, Naya Baans wanted panchayats’ say in resolving dispute sale of illicit liquor was going on which led to disputes. Capt Suraj Bhan (retd) of Hassangarh lamented that policemen treated themselves as rulers of society. Mr Resham Singh, agreed with Capt Suraj Bhan but added that people were equally responsible for corruption as every one, seemed to be in hurry. He said in most villages, the panchayats did not co-operate with the police in arresting criminals. Mr Resham Singh warned that growing gap in number of females and males would create social problems in future. He urged women sarpanches and panches to launch campaign against foeticide and help eradicate the evil of dowry. He asked village leaders to identify dowry-seekers and punish them socially by mobilising the public against this menace. Mr Resham Singh also sought panchayats support to cheek the sale of illicit liquor. It was difficult for the police to contain these anti-social elements and criminals, he added. He also stressed review of the Police Act, enacted by the British in 1861 after the first freedom struggle of 1857. Today the Act needed to be reviewed in view of the needs of the democratic India, he added. |
Sarpanches get 44.40 lakh from CM Yamunanagar, November 22 The Haryana Chief Minister Om Prakash Chautala stated this in his first leg of his two-day tour of Yamunanagar constituency today. On this occasion the Chief Minister handed over cheques of more than Rs 44.40 lakh to the sarpanches of Mandebar, Farakpur, Bhoot Majra, Rod Chhappar, Aurangabad, Ishopur, Mamidi, Sasauli, Kheri Rangran and Arya Nagar villages for development works announced by him in the second phase of ‘Sarkar Aapke Dwar’ programme. He said so far 31,000 development works had been completed. The Chief Minister said that Rs 188 per person was being spent for providing health facilities against Rs 1.92 spent by the earlier governments. State health budget at present was Rs 375 crore earlier it used to be only Rs 15 to Rs 16 crore, he added. He said that Rs 2.5 lakh was being given to the villages for the ‘vridh grehs’ for comman function of the village and resting place for the old persons. He also accepted demands of villages like construction of roads, rooms for the schools,
repair of chaupals, construction of retaining walls, sheds and water taps in the cremation ground, opening of veterinary hospitals and paving of village streets. The Chief Minister said that villages wanting stadiums for games would get 75 per cent grant of the amount spent by them. |
VC tells teachers to be role models for students Hisar, November 22 Speaking at the annual prize distribution function and founder’s day celebrations of the Campus School here, he said that students followed teachers more than parents and other members of the society. They take the word of the teacher as social obligation. The Vice-Chancellor said a school could never earn reputation with the high number of students alone, rather it got acclaim from the quality of education and its product. He, however, congratulated the school administration and the teachers on maintaining high standard of education. He said it was a matter of great satisfaction that the students had brought a name to the school by doing well in academics and co-curricular activities at the state and national levels. He also paid tributes to the architect of the school and founder Vice-Chancellor of the university, the late A.L. Fletcher. Presenting the annual report, Dr M.S. Kuhar, Director, said over the years the school had emerged as an eminent centre of learning for the quality of education. He said effort had been to shape up integrated personalities with balanced development in knowledge, sports, communicative and aesthetics. He informed that two students of the school, Sandeep Dabur and Hemant Balyan, who got through the National Talent Search Examination, had been awarded national scholarship. Besides this, several students of the school had secured the admission to engineering and medical colleges and in the National Defence Academy. Nearly 170 students were given prizes. |
Gang of robbers busted Kurukshetra, November 22 Claiming this here today, the Deputy Superintendent of Police, Kurukshetra, Mr Anil Dhawan, told mediapersons that during interrogation, gang leader Pachpachi, alias Kalu, a resident of Khanpur Jattan, in district Muzzafar Nagar, disclosed that they had murdered Jagjeet Singh. They had entered his house for burglary and when Jagjeet Singh tried to attack them with his sword they overpowered him and killed him with his own sword. Mr Dhawan said the culprits also injured Mrs Surinder Kaur, Jagjeet Singh’s wife, when she tried to intervene. Pachapachi along with his accomplices Boda, Jhank Lachman, Rajesh and Kanahiya were arrested from near Theme Park here last night when they were planning to loot a petrol station. A country-made pistol, a cartridge, two axes, one torch, one nail remover, and one point-bore gun were seized from their possession. They were arrested under Sections 399 and 402 of the IPC and Section 25 of the Arms Act. The court had remanded them in police custody. |
Revenue of power utilities up Chandigarh, November 22 While stating this here today, the Chairperson of the power utilities, Mrs Meenaxi Anand Chaudhary, said extensive efforts made for accurate metering, proper billing and effective collections had brought about an improvement of Rs 260 crore in revenue assessment and of Rs 389 crore in revenue realisation during 2000-2001. She said commercial losses of the utilities had been reduced from Rs 633.34 crore in 1999-2000 to Rs 226.90 crore in 2000-2001, a reduction of 64.17 per cent in a single year. The present trend, he said, indicated a turn around towards a positive return. Peak load restrictions on industries had been withdrawn for the first time in the history of the state. |
Be fair in train fare, DRM urged Rewari, November 22 The Haryana Express runs between Rewari and Sarai Rohilla. The fare of an express train is double than that of a passenger train. Describing the non-implementation of the orders of the consumer court by the railway authorities as highly objectionable, Mr Singhal has urged the DRM to get the excess amount of fare charged from passengers from June 13, 2001, till date deposited in the National Defence Fund. Meanwhile, Mr Singhal has also filed a suit, seeking action against the respondents —Chairman, Railway Board, New Delhi, General Manager, Northern Railway, Divisional Railway Manager, Bikaner, and Station Superintendent, Rewari — for showing “contempt” towards the orders of the consumer court. |

KUTA president Kurukshetra, November 22 He defeated Dr Amarjeet Singh of the History Department with a margin of 141 votes. He polled 201 votes while Dr Amarjeet Singh got 70 and the third candidate, Dr Pradeep Sachdeva, secured only 55 votes. According to the Returning Officer, Mr F.S. Saini, Principal, University Senior Secondary Model School, 329 out of 360 votes were cast and three votes were declared invalid. Other KUTA office-bearers, along with 16 KUTA Executive Members, were unanimously declared elected on November 12. Dr A.N. Mishra of the Department of Education, was elected KUTA vice-president, Dr Dinesh Rana of the University Scientific Instrumentation Centre was elected general secretary, Dr Manjusha Sharma of the Department of Public Administration was elected joint secretary and Dr S.P. Gupta of University College was elected treasurer. Mr Saini said the outgoing KUTA president, Dr Hari Singh Saini, and his team would handover the charge to the newly-elected KUTA team headed by Dr Chauhan tomorrow. |

Middle supplementary exam result Bhiwani, November 22 Dr Gambhir said the result turned out to be 73.8 per cent. He said 36523 candidates appeared in the examination of which 26953 candidates were declared pass and 9462 candidates got compartment. Boys outshown girls with a pass percentage of 75.13. The Secretary, Mr M.S. Mor, informed that the result was being published in three Hindi dailies and could be downloaded from Internet website http://haryana. nic. in. He said the result would also be available at the Regional Co-ordination Centres of the Board situated at Gurgaon, Kurukshetra, Panipat, Sirsa and Bhiwani head office. He told that Jhajjar, Faridabad, Rewari and Gurgaon come under the Gurgaon co-ordination centre; Ambala, Yamunanagar, Kaithal, Panchkula and Kurukshetra under the Kurukshetra co-ordination centre; Sonepat, Karnal and Panipat under the Panipat co-ordination centre; Hisar, Fatehabad and Sirsa under the Sirsa co-ordination centres and Jind, Mohindergarh, Rohtak and Bhiwani under the co-ordination centre situated at Bhiwani head office. Martyr cremated with honours Fatehabad, November 22 Devender Singh laid down his life on November 19 in the Kupwara district of Kashmir valley while fighting terrorists during Operation South Hills. All schools, colleges, and markets were closed and several schoolchildren accompanied by men and women attended the cremation. The martyr was cremated with full military honours. The ADC, Mr C.R. Rana, and the SDM, Rattia, Mr S.K. Setia, placed wreaths on the body of the martyr on behalf of the state government. |
SEB workers to mobilise people for rally Rohtak, November 22 In a joint statement here yesterday, Mr Indra Dutt Sharma, Mr Dhara Singh, Mr Amrik Singh and Mr Bharat Bhushan, president, general secretary, chief coordinator and assistant press secretary, respectively, of the state unit of the union, said three teams had been constituted for the purpose. They said the teams would start the campaign from Thursday and concluded it at Hansi on December 6. Members of the team would address the employees at Hansi and apprise them of their talks with the government and the SEB authorities, they added. The union leaders are demanding implementation of the recommendations of the Fifth Pay Commission in the left-out units of the SEB and corporations. |

Jain murder case: accused gets police remand Sonepat, November 22 The culprit, it may be recalled, was arrested by the Delhi police and handed over to the local police in the murder case of V.K. Jain, Deputy Registrar of Indraprastha University Delhi and an RSS leader, in the Model Town area of the city last year. He is reportedly involved in as many as 19 cases of murder, decoity, looting and extortion of money. He also carried a reward of Rs 25,000 on his head. The police has made adequate security arrangements in and around the court when the culprit was produced before the Judicial Magistrate. |

Dowry death: life term for husband Sirsa, November 22 According to information received today Vinod Kumar of Gobind Nagar was punished after a two years’ long hearing. Sunita Rani, Vinod Kumar’s wife was admitted to the local civil hospital with serious burns on October 26, 1999. When the then tehsildar went to the civil hospital to record her statement she refused to give the same alleging that the tehsildar was hand in glove with her husband. Then Chief Judicial Magistrate recorded her statement in which she accused her husband of setting her ablaze for dowry. Sunita expired on October 31 and the police added Section 302 to 304B/498 of the IPC in the FIR.
